CASSELBERRY CITY COMMISSION Minutes of October 28, 2019 — Regular Meeting Page 6 of ll Budget Impact: There will be several accounts in the General Fund that will be affected by this proposal. Though the appropriated budget is not proposed to formally change, the budget impact is estimated to favor a spending reduction overall of $44,015. Recommendation: The City Manager and the Police Chief recommended approval to reorganize the Police Department to add a Deputy Chief position, eliminate the two (2) Commander positions and to add a Police Corporal position. Audience Participation: No one came forward to address the Consent Agenda. City Manager Randy Newlon requested that Items D & E be removed from consideration as part of the Consent Agenda. MOTION: Commissioner Aramendia moved to approve the Consent Agenda as amended by removing Item 7.1). Budget Amendment #20-010 — Funding For Quail Pond Fountain and Item 7.E. Budget Amendment #10-011 — Purchase of Property for Lake Concord Park Expansion. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. 8. DISCUSSION ITEMS A. Future Agenda Items Commissioner Hufford suggested that the City should have a written policy regarding procedures for notification to the public about cancellation of events, considering the concerns that had been expressed about the cancellation due to inclement weather of the Halloween Spooktoberfest event scheduled in Lake Concord Park on October 261". Mr. Newlon agreed that it would important to have something in writing and advised he would work with staff to develop some procedures and bring a report to the City Commission at an upcoming meeting.
