CASSGLBERRY CITY COMMISSION <br />Minutes of October 14, 2019 — Regular Meeting <br />Page 4 of 20 <br />D. Budget Amendment #20-001 — Donation from State Law Enforcement Trust Funds <br />Introduction: This request and related Budget Amendment #20-001 provide for a $500 donation from <br />State Law Enforcement Trust Funds to the Central Florida Chapter of Concerns of Police Survivors. <br />Budget Impact: Budget Amendment #20-001 will establish the budget for this expenditure. The State <br />Law Enforcement Trust Fund will increase the Aids to Private Organizations account #104-0610-521.82- <br />00 and the Other Non -Operating Source account #104-0000-389.90-00 by $500. <br />BA #20-001 <br />Explanation of Request: This Budget Amendment seeks City Commission approval for the Police <br />Department to donate $500 for the Bluelight Gala from the State Law Enforcement Trust Fund. <br />Account Number Account Description Amount <br />Increase: <br />104-0610-521.82-00 Aids to Private Organizations $500 <br />104-0000-389.90-00 Other Non -Operating Source $500 <br />Recommendation: The City Manager and the Police Chief recommended approval of the $500 donation <br />to the Central Florida Chapter of Concerns of Police Survivors and related Budget Amendment #20-001. <br />E. Budget Amendment #20-003 — Acceptance of FY19 Edward Byrne Memorial <br />Justice Assistance Grant Award <br />Introduction: Budget Amendment #20-003 is provided to recognize grant proceeds awarded by the <br />Edward Byrne Memorial Justice Assistance Grant in the amount of $10,650 to upgrade and enhance the <br />evidence storage and records retention capabilities of the Property and Evidence Division of the Police <br />Department and to support the integration of the new National Incident Based Reporting System (NIBRS). <br />Budget Impact: Approval of Budget Amendment #20-003 will increase Small Tool and Minor Equipment <br />Account #001-0610-521.56-1.6 by $10,330; Small Tool and Minor Equipment NIBRS Reserve Account <br />#001-0610-521.56-02 by $320; and JAG Grant 2019 -DJ -BX -0301 Account #001-0000-331.22-15 by <br />$10,650. <br />BA #20-003 <br />Explanation of Request: This Budget Amendment seeks City Commission approval to recognize the <br />Grant awarded by FY 19 Edward Byrne Memorial Justice Assistance Grant in the amount of $10,650. <br />Funding is provided for the purchase of updated refrigeration and freezer systems with temperature <br />monitors for the Property & Evidence Division and a required "set aside" of 3% to be used to provide items <br />necessary for NIBRS (National Incident Based Reporting System) compliance with date submission <br />requirements under the UCRP (Uniform Crime Reporting Program). <br />
