CASSELBERRY CITY COMMISSION <br />Minutes of October 14, 2019 — Regular Meeting <br />Page 16 of 20 <br />Budget Impact: There is no impact to the City Budget, <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1523 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1523. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1523. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1523. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 19-1523 on second and <br />final reading. Motion was seconded by Commissioner Busch. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Award of Bid and Construction Agreement with McMahan Construction Company, <br />Inc. for the Water Reclamation Facility Improvements Project and Related Budget <br />Amendment #20-008 <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux stated that this <br />item was a request for award of bid and authorization for execution of an agreement with McMahan <br />Construction Company, Inc. in the amount of $1,528,130 and approval of related Budget Amendment #20- <br />008, which provide for the Water Reclamation Facility Improvements Project. (Ref: #ITB -2019-0534) <br />Discussion: Discussion ensued regarding various issues related to this item, including whether anyone had <br />documented what the differences were between the estimates and the bids which were received; recent <br />project cost overruns; inclusion of the 10% contingency; increased construction, materials and labor costs; <br />positive reputation of the company being proposed for the bid award; condition of and replacement and <br />repair needs for pumps and filtration systems; future repair and maintenance and rehab projects; anticipated <br />timeframe for plant closure during the project; identification of valve issues; project funding via rollover <br />and transfer of funds previously dedicated for other less critical projects; future projects to be included in <br />the 5 -Year Capital Improvements Program (CIP); and possibility for grant funding for portions of proposed <br />cleaning and maintenance projects. <br />Budget Impact: A detailed list of affected funds and accounts is included as part of Budget Amendment <br />#20-008. <br />BA #20-008 <br />Explanation of Request: This item seeks City Commission approval to rollover and reclassify FY 2019 <br />budgeted funds that will instead be expended in FY 2020 for the Water Reclamation Facility Pump Station <br />Improvements Project in the amount of $1,270,500. It also seeks approval to provide additional funding <br />for the construction agreement with McMahan Construction in the amount of $410,443. The total cost of <br />the project is $1,680,943 ($1,528,130 plus $152,813 10% contingency). <br />
