CASSELBERRY CITY COMMISSION <br />Minutes of October 14, 2019 — Regular Meeting <br />Page 15 of 20 <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1522 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1522. Mayor Glancy opened the floor for public participation. The <br />following individual came forward to address Ordinance 19-1522: <br />Ms. Brenda Monger, 15 Plumosa Avenue, spoke in opposition to Ordinance 19-1522, citing <br />concerns about pollution of the nearby lake and insufficient buffering between the <br />commercial and residential parcels. <br />No one else came forward to address Ordinance 19-1522. Mayor Glancy closed the public hearing relative <br />to Ordinance 19-1522. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 19-1522 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />B. Second Reading of Ordinance 19-1523 — Amending the Official Zoning <br />Designation for Property Located at 1085 Belle Avenue (ZB 19-06) <br />The City Clerk read Ordinance 19-1523 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM I (INDUSTRIAL) TO CS (COMMERCIAL SERVICE) FOR <br />THE APPROXIMATELY 3.48 ACRE PARCEL LOCATED AT 1085 BELLE AVENUE, AS <br />DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1523 <br />was advertised in the Orlando Sentinel on Thursday, October 3, 2019. <br />Staff Presentation: Development Services Manager Emily Hanna stated that Ordinance 19-1523 amends <br />the Official Zoning designation from I (Industrial) to CS (Commercial Service) for the approximately 3.48 <br />acre parcel located at 1085 Belle Avenue. Notification was provided to the surrounding property owners <br />within 500 feet and written notice for the Official Zoning Map amendment was posted on the subject <br />property on July 25, 2019. The Planning and Zoning Commission, serving as the City's Local Planning <br />Agency (LPA) voted unanimously at its meeting on August 14, 2019 to recommend approval of this <br />amendment to the City Commission. The request to amend the Official Zoning Map form I (Industrial) to <br />CS (Commercial Service) for the subject property is: consistent with the City's Comprehensive Plan and <br />the Commercial Future Land Use designation; compatible and consistent with the adjacent land uses and <br />zoning districts; and City water and sanitary sewer services are available to the subject property. <br />
