CASSELBERRY CITY COMMISSION <br />Minutes of October 14, 2019 — Regular Meeting <br />Page 14 of 20 <br />Budget Impact: It is estimated that the cost to conduct the General Obligation Bond Referendum Election <br />will be approximately $10,000 and those funds have been budgeted in various accounts in the FY 2019- <br />2020 City Budget. <br />Recommendation: The City Manager, City Attorney and City Clerk recommended approval of Ordinance <br />19-1526 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1526. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 19-1526 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 19-1522 — Amending the Future Land Use <br />Designation for Property Located at 245 Lake Ellen Drive (LPA 19-11) <br />The City Clerk read Ordinance 19-1522 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO <br />COMMERCIAL FOR THE APPROXIMATELY 0.69 ACRE PARCEL LOCATED AT 245 LAKE <br />ELLEN DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1522 <br />was advertised in the Orlando Sentinel on Thursday, October 3, 2019. <br />Staff Presentation: Development Services Manager Emily Hanna stated that Ordinance 19-1522 amends <br />the Future Land Use Map (FLUM) designation from Low Density Residential to Commercial for the <br />approximately 0.69 -acre parcel located at 245 Lake Ellen Drive. Written notice was posted on the subject <br />property on July 25, 2019 and the Planning and Zoning Commission, serving as the City's Local Planning <br />Agency (LPA), voted 6-1 at its August 14, 2019 meeting to recommend approval of this amendment to the <br />City Commission. The request to amend the Future Land Use Map from Low Density Residential to <br />Commercial for the subject properties is: consistent with the City's Comprehensive Plan; compatible with <br />the surrounding mix of land uses and zoning districts; and City water and sanitary sewer services are <br />available to the subject property. However, the impact of the proposed Future Land Use Map amendment <br />on existing sewer capacity cannot be determined until the type of use is established and a flow capacity test <br />is completed. <br />Budget Impact: There is no impact to the City Budget. <br />
