Recommendation: The City Manager, City Attorney and City Clerk recommended approval of Ordinance 19-1526 on first reading. Audience Participation: No one came forward to address Ordinance 19-1526. MOTION: Vice Mayor Aramendia moved to approve Ordinance 19-1526 on first reading, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. 11. PUBLIC HEARINGS A. Second Reading of Ordinance 19-1522 — Amending the Future Land Use Designation for Property Located at 245 Lake Ellen Drive (LPA 19-11) The City Clerk read Ordinance 19-1522 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE FUTURE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO COMMERCIAL FOR THE APPROXIMATELY 0.69 ACRE PARCEL LOCATED AT 245 LAKE ELLEN DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1522 was advertised in the Orlando Sentinel on Thursday, October 3, 2019. Staff Presentation: Development Services Manager Emily Hanna stated that Ordinance 19-1522 amends the Future Land Use Map (FLUM) designation from Low Density Residential to Commercial for the approximately 0.69 -acre parcel located at 245 Lake Ellen Drive. Written notice was posted on the subject property on July 25, 2019 and the Planning and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted 6-1 at its August 14, 2019 meeting to recommend approval of this amendment to the City Commission. The request to amend the Future Land Use Map from Low Density Residential to Commercial for the subject properties is: consistent with the City's Comprehensive Plan; compatible with the surrounding mix of land uses and zoning districts; and City water and sanitary sewer services are available to the subject property. However, the impact of the proposed Future Land Use Map amendment on existing sewer capacity cannot be determined until the type of use is established and a flow capacity test is completed. Budget Impact: There is no impact to the City Budget.
