CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2019 — Regular Meeting <br />Page 8 of 13 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM I (INDUSTRIAL) TO CS (COMMERCIAL SERVICE) FOR <br />THE APPROXIMATELY 3.48 ACRE PARCEL LOCATED AT 1085 BELLE AVENUE, AS <br />DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Planner 11 Christina Hyson stated that Ordinance 19-1523 amends the Official Zoning <br />Map designation from I (Industrial) to CS (Commercial Service) for the approximately 3.48 -acre parcel <br />located at 1085 Belle Avenue. Notification was provided to the surrounding property owners within 500 <br />feet and written notice for the Official Zoning Map amendment was posted on the subject property on July <br />25, 2019. The Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted <br />unanimously at its August 14, 2019 meeting to recommend approval of this amendment to the City <br />Commission. The request to amend the Official Zoning Map Designation from I (Industrial) to CS <br />(Commercial Service) for the subject property is: consistent with the City of Casselberry Comprehensive <br />Plan and the Commercial Future Land Use designation; compatible with the adjacent land uses and zoning <br />districts; and City water and sanitary sewer services are available to the subject property. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 19-1523 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1523. <br />MOTION: Commissioner Hufford moved to approve Ordinance 19-1523 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 4-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 19-1519 — Amending the Future Land Use <br />Designation for Property Located at 1085 Belle Avenue (LPA 19-09) <br />The City Clerk read Ordinance 19-1519 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND DESIGNATION FROM INDUSTRIAL TO COMMERCIAL FOR THE <br />APPROXIMATELY 3.48 ACRE PARCEL LOCATED AT 1085 BELLE AVENUE, AS <br />DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />
