Ordinance 19-1522 — Amending; the Future Land Use Designation for Property <br />Located at 245 Lake Ellen Drive (LPA 19-11) <br />The City Clerk read Ordinance 19-1522 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO <br />COMMERCIAL FOR THE APPROXIMATELY 0.69 ACRE PARCEL LOCATED AT 245 LAKE <br />ELLEN DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Planner 11 Christina Hyson stated Ordinance 19-1522 amends the Future Land Use <br />Map (FLUM) designation from Low Density Residential to Commercial for the approximately 0.69 -acre <br />parcel located at 245 Lake Ellen Drive. Written notice was posted on the subject property on July 25, 2019 <br />and the Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted 6-1 at its <br />August 14, 2019 meeting to recommend approval of this amendment to the City Commission. The request <br />to amend the Future Land Use Map from Low Density Residential to Commercial for the subject property <br />is: consistent with the City of Casselberry Comprehensive Plan; compatible with the surrounding mix of <br />land uses and zoning districts; and City water and sanitary sewer services are available to the subject <br />property. However, the impact of the proposed Future Land Use Map amendment on existing sewer <br />capacity cannot be determined until the type of use is established and a flow capacity test is completed. <br />Commissioner Hufford requested that when staff meets with a developer about this property, they would <br />do whatever they could to ensure there is some sort of buffer between the subject property and the residential <br />properties abutting it for the protection of the residents. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 19-1522 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1522. <br />MOTION: Commissioner Busch moved to approve Ordinance 19-1522 on first reading, <br />as presented. Motion was seconded by Commissioner Hufford. Motion <br />carried unanimously by voice vote 4-0. <br />B.
