CASSELBERRY CITY COMMISSION Minutes of September 9, 2019 — Regular Meeting Page 9 of 13 Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1519 was advertised in the Orlando Sentinel on Thursday, August 29, 2019. Staff Presentation: Planner II Christina Hyson stated that Ordinance 19-1519 amends the Future Land Use Map (FLUM) designation from Industrial to Commercial for the approximately 3.48 -acre parcel located at 1085 Belle Avenue. Written notice was posted on the subject property on June 19, 2019 and the Planning and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted unanimously at its July 10, 2019 meeting to recommend approval of this amendment to the City Commission. The request to amend the Future Land Use Map from Industrial to Commercial for the subject properties is: consistent with the City's Comprehensive Plan; compatible with the surrounding mix of land uses and zoning districts; and City water and sanitary sewer services are available to the subject property. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 19-1519 on second and final reading. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 19-1519. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 19-1519. Mayor Glancy closed the public hearing relative to Ordinance 19-1519. MOTION: Commissioner Busch moved to adopt Ordinance 19-1519 on second and final reading, as presented. Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously by voice vote 4-0. B. Resolution 19-3123 — Tentative Millage Rate for Fiscal Year 2019/2020 The City Clerk read Resolution 18-3123 by title, as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE TENTATIVE MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2019 AND ENDING SEPTEMBER 30,2020; ANNOUNCING THE ROLLED -BACK MILLAGE RATE, THE PERCENTAGE BY WHICH THE TENTATIVE MILLAGE EXCEEDS THE ROLLED -BACK RATE AND THE TENTATIVE MILLAGE RATE TO BE LEVIED; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to the tentative millage rate was provided to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2019, in accordance with Truth In Millage (TRIM) requirements. Staff Presentation: City Manager Randy Newlon gave a brief overview of the millage approval and budget adoption process, noting that the first public hearing for both the millage rate and the FY 2019-2020 budget would be heard by the City Commission tonight, and the second and final public hearing for both the millage
