CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2019 — Regular Meeting <br />Page 14 of 20 <br />Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 19-1515 <br />amends Chapter 18 "Animals" of the City of Casselberry's Code of Ordinances, adds Section 18-4, <br />"Restricted Hunting Areas", provides procedures, Amends Chapter 2 "Administration, Section 2-210 <br />"Schedule of Violations" and implements the Memorandum of Understanding entered into between the <br />City of Casselberry and the Florida Fish & Wildlife Commission (FWC) in April of 2019. Ordinance 19- <br />1515 comports to the established State of Florida laws regulating restricted hunting areas as set forth in the <br />Florida Statutes, the Florida State Constitution, and the Florida Administrative Code while allowing for <br />continued public health, safety and welfare towards administrative enforcement. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1515 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1515. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1515. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1515. <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1515 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />C. Ordinance 19-1516 - Repealing and Replacing City Code Chapter 86 Utilities <br />Section 86-102, Oil and Grease Prevention Program with Section 86-102 Oil and <br />Grease Maintenance Program <br />The City Clerk read Ordinance 19-1516 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING AND <br />REPLACING CHAPTER 86, UTILITIES, ARTICLE II, SEWERS, DIVISION 4, BUILDING <br />SEWERS AND CONNECTIONS, SECTION 86-102 OIL AND GREASE PREVENTION <br />PROGRAM WITH SECTION 86-102 OIL AND GREASE MANAGEMENT PROGRAM OF THE <br />CITY CODE OF ORDINANCES; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1516 <br />was advertised in the Orlando Sentinel on Thursday, July 11, 2019. <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux-Bobo stated that <br />Ordinance 19-1516 provides for the repeal and replacement of City Code Chapter 86, Utilities, Article II, <br />Sewers, Division 4, Building Sewers and Connections, Section 86-102 Oil and Grease Prevention Program <br />with Section 86-102 Oil and Grease Management Program. <br />Discussion: Discussion ensued during which Ms. Lamoureux -Bobo responded to questions relating to: <br />enforcement of violations; future development incentives; City's fees and costs compared to surrounding <br />
