CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2019 — Regular Meeting <br />Page 15 of 20 <br />areas; sizes of underground grease interceptors and where they can be located; requirement for food <br />service/preparation businesses to participate in the Oil and Grease Management Program; timeframe for <br />businesses to be in compliance with installation of either in-ground or under-sink grease interceptors as <br />required; options for reducing timeframe for installation if problems are detected during the two-year period <br />being allowed for installation; possibility of utilization of common grease interceptors for areas such as <br />plazas; and differences in types of businesses which constitute the need for underground vs. under-sink <br />grease interceptors. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended adoption of Ordinance <br />19-1516 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1516. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1516. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1516. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 19-1516 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Presentation and Discussion: Proposed Updates to the City's Complete Streets <br />Policy and Design Guidelines <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that due in part to <br />recent recommendations from transportation consultant Mark Fenton, staff was seeking guidance from the <br />City Commission regarding proposed updates to the City's Complete Streets Policy and Design Guidelines. <br />He then gave a PowerPoint presentation on the Draft Complete Streets Policy Updates to Connecting <br />Casselberry: The Casselberry Multimodal Transportation Master Plan which included the following <br />components: <br />Background <br />Summary of Staff Recommended Updates <br /> Rename to "Healthy Community Complete Streets Policy and Design Guidelines" to <br />reflect health emphasis <br />o Update Comprehensive Plan references to Multimodal Transportation Element <br />o Update "Vision" to specifically refer to health, economy, environment, and active <br />transportation <br />o Major update of "Goal", shifting the focus to "rebalance" the existing transportation system <br />to better serve active transportation. <br />o Update "Applicability" <br />o Update Design References <br />
