CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2019 — Regular Meeting <br />Page 13 of 20 <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1513 <br />was advertised in the Orlando Sentinel on Thursday, July 11, 2019. <br />Staff Presentation: Planner II Christina Hyson stated that Ordinance 19-1513 amends the Future Land <br />Use designation from High Intensity Non-Residential/Medium Density Residential to Major Thoroughfare <br />Mixed-Use (MTMU) for 0.92 acres of an approximately 6.89-acre parent tract, generally located at the <br />southwest corner of Live Oaks Boulevard and S. U.S. Highway 17-92. Written notices of the proposed <br />amendment were posted on the subject property on April 17, 2019. The Planning and Zoning Commission, <br />serving as the City's Local Planning Agency (LPA) voted unanimously at its meeting on May 8, 2019 to <br />recommend approval of the amendment to the City Commission. The request to amend the Future Land <br />Use designation from High Intensity Non-Residential/Medium Density Residential to Major Thoroughfare <br />Mixed-Use for the subject property: is consistent with the City's Comprehensive Plan; is compatible with <br />the surrounding mix of land uses and zoning districts; and City water and sanitary sewer services are <br />available to the subject property. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1513 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1513. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1513. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1513. <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1513 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5-0. <br />B. Second Reading of Ordinance 19-1515 — City of Casselberry Restricted Hunting <br />Areas <br />The City Clerk read Ordinance 19-1515 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 18 <br />"ANIMALS", TO ADD A NEW SECTION 18-4, "RESTRICTED HUNTING AREAS", OF THE <br />CITY OF CASSELBERRY CODE OF ORDINANCES TO DESIGNATE CERTAIN AREAS <br />WITHIN THE JURISDICTIONAL LIMITS OF THE CITY AS A RESTRICTED HUNTING <br />AREA; PROVIDING FOR ADDITIONAL DUTIES AND RESPONSIBILITIES OF CITY <br />DEPARTMENTS; PROVIDING FOR PENALTIES, SETTING FORTH UNLAWFUL CONDUCT, <br />AND COMPLIANCE METHODS; AND AMENDING CHAPTER 2 "ADMINISTRATION", <br />SECTION 2-210 "SCHEDULE OF VIOLATIONS"; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1515 <br />was advertised in the Orlando Sentinel on Thursday, July 11, 2019. <br />
