"Benefit Unit": the standard unit to be used in apportioning the special benefit conveyed to <br />Assessed Parcels from construction of the Sausalito Shores Subdivision Wall as assigned to each platted <br />lot within the Sausalito Assessment Area pursuant to Article III hereof. <br />"Capital Assessment" or "Assessment": means a non -ad valorem special assessment imposed <br />against the Assessed Parcels comprising the Sausalito Assessment Area to fund the Project Cost of the <br />Sausalito Shores Subdivision Wall, and related expenses, computed in the manner described in Article III <br />hereof. <br />"Capital Cost": all of the expenses that are properly attributable to the demolition of the existing <br />subdivision privacy wall, design and construction of the Sausalito Shores Subdivision Wall and development <br />and imposition of the Capital Assessments under generally accepted accounting principles; and including <br />reimbursement to the City for any funds advanced for Capital Cost and interest on any interfund or intrafund <br />loan for such purposes. <br />"City": the City of Casselberry, Florida. <br />"City Commission": the City Commission for the City. <br />"City Manager": the administrative and executive head of the City as set forth in Article V of the <br />City's Charter, or his or her designee. <br />"Collection Costs": the estimated costs to be incurred by the City during any Fiscal Year in <br />connection with the administration and collection of Assessments, including but not limited to reimbursement <br />payments made to the Tax Collector as required by Section 197.3632(2) of the Uniform Assessment <br />Collection Act and amounts necessary to account for the maximum statutory discount for early payment of <br />ad valorem taxes and non -ad valorem assessments. <br />"Final Assessment Resolution": the resolution described in Section 4.06 of the Ordinance <br />which shall confirm, modify or repeal this Resolution and which shall be the final proceeding for the <br />imposition of the Capital Assessments for the Sausalito Assessment Area. <br />"Fiscal Year": the period commencing on October 1 of each year and continuing through the next <br />succeeding September 30, or such other period as may be prescribed by law as the fiscal year for the City. <br />Resolution 19-3107 <br />Page 2 of 17 <br />
