CASSELBERRY CITY COMMISSION <br />Minutes of June 24, 2019 — Regular Meeting <br />Page 9 of 13 <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 19-3101. <br />Audience Participation: No one came forward to address the City Commission regarding Resolution 19- <br />3101. <br />MOTION: Commissioner Busch moved to approve Resolution 19-3101, acceptance of <br />Commercial Solid Waste Consolidation Study Findings for study conducted <br />by MSW Consultants, as presented. Motion was seconded by Commissioner <br />Hufford. <br />Discussion: A brief discussion ensued regarding whether a separate consensus was needed from the City <br />Commission as to whether to direct staff to move forward with preparation of an ordinance for consolidation <br />of commercial solid waste collection. <br />Motion carried unanimously by voice vote 4-0. <br />CONSENSUS: The City Commission agreed by consensus to direct staff to move forward <br />with preparation of an ordinance for consolidation of commercial solid waste <br />collection in the City to an exclusive single franchise for frontload collection <br />through a competitive bid process, but retaining non-exclusive franchises for <br />roll -off collection; moving to once per week pick-up where possible, but <br />retaining twice per week pickup for food -producing or putrescible waste <br />producing businesses; and providing for development of a plan for <br />implementation and transition if the ordinance should be adopted. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 19-1516 - Repealing and Replacing City Code Chapter 86 Utilities <br />Section 86-102, Oil and Grease Prevention Program with Section 86-102 Oil and <br />Grease Maintenance Program <br />The City Clerk read Ordinance 19-1516 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING AND <br />REPLACING CHAPTER 86, UTILITIES, ARTICLE Il, SEWERS, DIVISION 4, BUILDING <br />SEWERS AND CONNECTIONS, SECTION 86-102 OIL AND GREASE PREVENTION <br />PROGRAM WITH SECTION 86-102 OIL AND GREASE MANAGEMENT PROGRAM OF THE <br />CITY CODE OF ORDINANCES; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux -Bobo stated that <br />Ordinance 19-1516 provides for the repeal and replacement of City Code Chapter 86, Utilities, Article Il, <br />
