Resolution 19-3101 — Commercial Solid Waste Consolidation Study Findings <br />The City Clerk read Resolution 19-3101 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, TO ACCEPT THE COMMERCIAL SOLID WASTE CONSOLIDATION STUDY BY <br />MSW CONSULTANTS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE." <br />Staff Presentation: Resolution 19-3101 provides for the City Commission to accept the Commercial Solid <br />Waste Consolidation Study conducted by MSW Consultants. Parks & Facilities Supervisor Chuck Smith <br />introduced Mr. John Culbertson, Vice President of MSW Consultants, who gave a PowerPoint presentation <br />highlighting the study findings which included the following components: <br />- MSW Overview <br />- Project Background <br />- Commercial Collection Services Defined <br />- Consolidation Study Objective <br />- Regional Collection Market Overview <br />o How do other cities handle commercial collection? <br />- Current System Snapshot <br />- Findings <br />o Impacts on Roll -off Service <br />o Impacts on Frontload Collection — Daily Routing <br />o Impacts on Frontload Collection — Environmental <br />o Impacts on City Business Community <br />o Impact on City Administrative Staff <br />- Recommendation <br />o Phase II Considerations <br />- Questions <br />Discussion: Discussion ensued about information brought forth during the presentation which included: <br />City's current franchise and hauler situation; difference in front load and roll -off service; potential benefits <br />of single provider for commercial collection including potential for reduced pricing, greater efficiency, less <br />staff time for administration and reduction in heavy duty truck traffic; competitive bidding process; how <br />commercial waste collection is handled in surrounding areas; impact and potential loss of business for <br />current franchisees that do not win bid for exclusive franchise; projected timeframe for bidding and <br />selection process and implementation; coordination between Public Works and Community Development <br />Departments; solutions for potential service issues with single hauler; community outreach; legislation <br />required for City to move in single hauler direction; potential risk and logistical concerns; inclusion of <br />performance requirements in bidding process without going to extremes which could potentially skyrocket <br />prices; and the possibility of going to once a week pickup with the exception of food producing or <br />putrescible waste producing businesses. <br />
