CASSGLBGRRY CITY COMMISSION <br />Minutes of June 10, 2019 — Regular Meeting <br />Page 14 of 17 <br />Mayor Glancy announced that the meeting would now return to the regular order of the Agenda which <br />would now be Item 12.C. - Sausalito Shores Subdivision Wall. <br />12. OTHER ITEMS (Continued) <br />C. Sausalito Shores Subdivision Wall <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock and City Manager Randy <br />Newlon gave a presentation regarding the proposed Sausalito Shores Subdivision wall replacement via <br />special assessment which contained the following components: <br />- Background — Sausalito Shores <br />- Background — The Wall <br />- Wall Features (proposed new wall) <br />- Wall Estimated Costs <br />- City Special Assessment <br />- Assessment Method <br />- Estimated Cost Per Residence <br />- Community Feedback <br />- Commission Guidance Requested <br />- Tentative Schedule (if proceed) <br />- Questions/Discussion <br />Discussion: Discussion ensued regarding various aspects of the presentation and the proposed wall which <br />included: confirmation from the City's expert that equal assessment for all 279 homes in the development <br />would be fair; proposal for City to recover its costs via assessment over a period of 20 years to minimize <br />impact to the homeowners which was estimated to equate to approximately $389 per home over the 20- <br />year period; resident survey results; process for moving forward if direction is received to do so, including <br />notice for final assessment resolution, submission of resolution to the Property Appraiser for placement of <br />assessment on tax roll, and timeline for actual construction of the wall; whether or not there was any <br />preference for materials to be used for the wall; possibility of City construction loan affecting City's ability <br />to borrow for other projects; responsibility for wall maintenance and insurance on the wall during <br />construction and after completion; no agreement between the City and the Homeowners' Association <br />(HOA) relating to future maintenance, but an HOA resolution is in place committing to insurance and <br />maintenance of wall; and any future failure of maintenance would be addressed via code enforcement <br />measures. <br />Budget Impact: There is no impact to the City Budget at this time. Future Budget Amendments would <br />be brought forth as needed should the City Commission elect to proceed with construction of the wall and <br />the special assessment. <br />Recommendation: City Staff is seeking guidance from the City Commission regarding whether to pursue <br />construction of the wall and the associated construction loan and special assessment. <br />
