CASSELBERRY CITY COMMISSION <br />Minutes of June 10, 2019 — Regular Meeting <br />Page 11 of 17 <br />AREA; PROVIDING FOR ADDITIONAL DUTIES AND RESPONSIBILITIES OF CITY <br />DEPARTMENTS; PROVIDING FOR PENALTIES, SETTING FORTH UNLAWFUL CONDUCT, <br />AND COMPLIANCE METHODS; AND AMENDING CHAPTER 2 "ADMINISTRATION", <br />SECTION 2-210 "SCHEDULE OF VIOLATIONS"; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: City Attorney Catherine Reischmann stated that Ordinance 19-1515 amends Chapter <br />18 "Animals" of the City Casselberry's Code of Ordinances, adds Section 18-4, "Restricted Hunting <br />Areas", provides procedures, Amends Chapter 2 "Administration, Section 2-210 "Schedule of Violations" <br />and implements the Memorandum of Understanding entered into between the City of Casselberry and the <br />Florida Fish & Wildlife Commission (FWC) in April of 2019. Ordinance 19-1515 comports to the <br />established State of Florida laws regulating restricted hunting areas as set forth in the Florida Statutes, the <br />Florida State Constitution, and the Florida Administrative Code while allowing for continued public health, <br />safety and welfare towards administrative enforcement. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 19-1515 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1515 <br />MOTION: Commissioner Busch moved to approve Ordinance 19-1515 on first reading, <br />as presented. Motion was seconded by Commissioner Hufford. Motion <br />carried unanimously by voice vote 4-0. <br />11. PUBLIC HEARINGS <br />No items were presented for consideration on this agenda. <br />12. OTHER ITEMS <br />A. Lien Reduction Recommendation for Property Located at 1205 S US Highway 17- <br />92 <br />Staff Presentation: Community Development Director Chris Bowley stated that a recommendation by the <br />City's Code Enforcement Special Magistrate has been made for a Code Compliance lien reduction for the <br />property located at 1205 S. Highway 17-92 (Case No. 18-000251) from the lien amount of $1,700 to $1,500. <br />The original violation was for disrepair of a fence located at the rear of the subject property which is a <br />commercial property known as the Lake Kathryn Plaza. The violation has been corrected, and the Special <br />Magistrate has recommended a reduction of the lien from $1,700 to $1,500. In response to questions from <br />the City Commission, Mr. Bowley advised that this case related only to the fence disrepair issue and a <br />reduction of $200 to the lien amount was being recommended. City Attorney Reischmann advised that <br />pursuant to City Code, anyone wishing to speak to the City Commission on this matter should confine their <br />
