way. <br />3. Curb space for the safe and accessible drop off and pick up of pedestrians is <br />allowed. <br />4. There is no maximum setback from the front property line in order to accommodate <br />pedestrian gathering areas such as plazas and parks. <br />G. Building Design Standards. The elements of site design with flexible standards will be <br />reviewed during the site plan review process outlined in Article XVIII, Site Plan Review. <br />When any of the following building design standards prove to be difficult to achieve due to <br />site constraints; including but not limited to block size, block layout, structured parking <br />location, sidewalks, right-of-way width, etc.; accommodations can be made at the site plan <br />review process for the final building design. <br />1. Architectural features. <br />a. All building facades shall appear as frontages. Building facades shall be <br />designed to maximize use of fenestration and articulation and to avoid large, <br />flat, uninteresting surfaces. <br />b. Front Entrance. Non-residential buildings shall have a front entrance for <br />pedestrians from the street -side of the building to the building interior. <br />Buildings shall incorporate lighting and changes in mass, surface or finish to <br />emphasize their front entrances. <br />i. Elevated or sunken public entrances are prohibited except for multi- <br />family residential or townhome development. Where site grading is <br />required for multi -family residential or townhome development, the <br />resulting finished floor elevation shall be integrated into the design <br />of the site using appropriate landscaping, building design, or active <br />uses elevated or sunken no more than approximately 1 to 3 steps <br />above/or below the sidewalk grade. <br />ii. No steps or associated railings shall encroach into the sidewalk or <br />public right-of-way unless a permit is issued by the City Engineer. <br />iii. Doors, windows, and other architectural features shall be used to <br />break large wall planes into smaller components. Blank walls shall <br />not exceed 20 linear feet without being interrupted by a window, <br />entry, pilaster, lattice, change in building plane, or similar <br />architectural element, <br />c.Awnings and Canopies. For commercial and office buildings, awnings or <br />canopies shall be required over all doors or ground -level windows. The height <br />of the awnings and canopies shall be a minimum of ten (10) feet above the <br />finished sidewalk, and shall be a minimum of four (4) feet in depth. Such <br />elements may encroach into the public right-of-way, subject to receipt of a <br />permit from the City Engineer. If desired, architectural arcades may replace the <br />requirement for awnings or canopies. Architectural arcades shall have a <br />minimum depth of ten (1.0) feet. Architectural arcades shall not encroach into <br />the public right-of-way. <br />d. Cornices. A cornice shall be provided on the sides of a building at a <br />minimum of twelve (12) feet above the sidewalk or at the height similar to the <br />cornice on an abutting property which meets the OPOD standards.
