be screened with a wall or hedge row a minimum of four (4) feet in height with <br />100% opacity to screen the drive through from the public right of way and from <br />any pedestrian gathering place. <br />3. Pedestrian Connectivity. <br />a. Public access easements are encouraged to provide pedestrian connections <br />between public areas throughout the OPOD. <br />i. Width. The public access easement shall be a minimum of eight (8) feet. <br />ii. Design. The location and design of the connections shall be determined <br />at the site plan approval stage. <br />ill. Landscaping. Where the public access easement adjoins an open space <br />within the private development, trees, landscaping, streetscape, and <br />hardscape materials are to be used to create a unique sense of place. <br />b. Sidewalks <br />i. Width. The minimum width of the sidewalks shall be eight (8) feet. <br />ii. Parking Areas. Pedestrian connections through parking areas shall be <br />clearly identifiable to pedestrians and motorists. This shall be achieved <br />through a change in the color of the sidewalk, differing material or a <br />grade change from the parking area. The locations of the connections <br />shall be determined at the site plan approval stage. <br />iii. Adjacent roadways. Where the City Engineer determines it is possible, <br />a minimum three (3) foot wide landscape strip shall be provided <br />between the sidewalk and back of curb. <br />c. Bicycle access and storage. To encourage use of non -automotive transportation <br />such as bicycles, bicycle storage must be provided at convenient locations <br />within the OPOD. The locations of bicycle access and storage shall be <br />determined at the site plan approval stage. <br />4. Encroachments within City right-of-way. The following features are permitted within <br />the setback area and may also encroach up to eight (8) feet into the public right of way, <br />with appropriate permits from the City Engineer, provided that at least eight (8) feet <br />remains clear for pedestrian circulation. <br />a. Awnings (10 feet of vertical clearance required) <br />b. Canopies (10 feet of vertical clearance required) <br />c.Outdoor seating when located in front of the primary building facade. When <br />outdoor seating is provided, the following additional requirements must be met: <br />i. A public sidewalk with at least eight (8) feet of clear zone shall be <br />provided <br />ii. Tables shall not encroach into the clear zone <br />iii. There shall be an open and accessible area, not blocked by tables, <br />connecting the sidewalk to the front door. <br />F. Building Setback. Building setbacks with flexible standards will be reviewed during the site <br />plan review process outlined in Article XVIII, Site Plan Review. To create a pedestrian <br />oriented urban setting, buildings shall meet the following setback requirements: <br />1. A minimum setback of ten (10) feet from all property lines abutting rights-of-way <br />or from any right-of-way easement on the property, whichever is greater. <br />2.
