a. Street Design. New local streets shall be designed to meet the Complete Streets <br />Policy unci Design Cnticlelines and must be approved by the City Engineer, or <br />his/her designee, during the site plan review process. <br />b. Curb extensions shall be utilized to protect pedestrians and minimize <br />crossing distances. A pick up and drop off point shall be required along the curb <br />fronting any development to allow for the loading and unloading of pedestrians. <br />The City Engineer will recommend the locations of these points during the site <br />plan review process where feasible. <br />c. On -street parking is encouraged with constriction of any new Complete Street <br />in accordance with the Complete Streets Polie}, and Design Guidelines. <br />d. Access for delivery or waste collection shall be located at the rear of the <br />building and shall be screened from the public right-of-way. Exceptions to this <br />will be made for an underground vault system for waste collection. <br />e. Loading Docks. Loading docks and service areas shall be placed behind the <br />building and shall be screened from the public right-of-way. <br />f. Transit Shelters shall be provided at all transit stop locations. The transit <br />shelters shall be 6'x13' and shall be LYNX -style or Park -style. Alternative <br />design of transit facilities will be considered if compatible with the area. <br />Parking Lot Orientation <br />a. Parking shall be located to the rear of the building and screened so that it does <br />not dominate the streetscape. Buildings, hedges and landscaping shall be used <br />to screen parking areas. <br />b. Every ten (10) parking stalls must be separated by a parallel landscaped <br />area with a minimum width of nine (9) feet. <br />c. Designated Parking Spaces. If parking spaces are designated for a particular <br />building or use, those spaces shall be identified either using the wheel stop or a <br />form of paved numbering/lettering. The City will consider alternative methods <br />of designations if compatible with the area. Spray painted numbers and <br />individual signs shall not be allowed. Required accessible parking is an <br />exception to this requirement. <br />d. Structured Parking. Structured parking is encouraged to maximize the use <br />of space available. <br />i. Strictured parking facilities may front a public right-of-way so long as <br />the architecture of the garage matches that of the surrounding buildings <br />and blends in aesthetically to the surrounding area. Pedestrian -scaled <br />architectural features shall be required. These features include windows, <br />awnings, canopies, etc., and are meant to blend in with the surrounding <br />uses. <br />ii. Direct pedestrian access from parking structures to buildings, streets, or <br />pedestrian gathering spaces is required. <br />iii. Bicycle parking shall be provided within the parking structure and shall <br />be located in a manner to prevent a bicycle and a car from crossing <br />paths. <br />e.Drive through Establishments (Conditionally approved for parcels adjacent to <br />SR 436.
