expression line that delineates the division between the first story and the <br />second story shall be required. A variation of the location of the expression line <br />may be provided where additional stories are added. A cornice shall delineate <br />the tops of the facades. Awnings shall not cover the expression line. <br />e.Corner Lot. Special features shall be required on buildings built on corner lots, <br />such as a rise in height of the roof line, clock feature or other distinctive feature. <br />Corner lots may contain corner building entrances. <br />2. Windows and Transparency. The following provisions apply to all non-residential <br />buildings or mixed use buildings with commercial and retail on the first floor. <br />a.The ground floor of all facades facing streets or pedestrian gathering spaces <br />shall have windows covering a minimum of sixty (60) percent and a maximum <br />eighty (80) percent of the ground floor of each building's linear frontage. <br />b. Mirrored glass, obscured glass, tinted glass, or spandrel glass cannot be used <br />to meet this requirement. <br />c.Opaque materials behind displays that hide the interiors of buildings are <br />prohibited unless the window display is filled with changeable display <br />merchandise. <br />d. Display windows shall be internally lit at night. <br />3. Roof Design. Rooflines shall be varied with a change in height every forty (40) linear <br />feet or twenty (20) percent of the building length, whichever is less. Flat roofs shall use <br />parapets, dormers or other decorative features to screen roof top equipment from public <br />view. <br />4. Color. Building colors shall be determined at the time of site plan approval and <br />reviewed for compatibility with the OPOD. Luminous, brightly colored or neon <br />colored structures are prohibited. <br />5. Exterior Materials. All exterior materials and colors shall be appropriate for the OPOD <br />and compatible with one another. The following materials and other similar materials <br />may be used: <br />a.Brick <br />b. Pre -cast concrete accents <br />c. Stone (natural or veneer) <br />d. Wood (termite resistant): stained, sealed, or painted <br />e.Wrought iron, aluminum (vertical, 1/2" min. Dimension, 4" to 6" spacing) <br />f. Steel Frame <br />g. Stucco: with banding or with hand struck joints <br />h. Decorative Metal Panels <br />i. Simulated stone <br />j. Glass <br />6. Outdoor storage in residential units. There shall be no outdoor storage on the patios or <br />balconies of the residential units. <br />7. Outdoor Dining Standards. <br />a.Restaurants are required to provide an outdoor dining area. <br />b. Outdoor heaters, amplified music or speakers placed within City right-of- <br />way may be permitted by the City Engineer based on public safety issues. <br />c.Conservatory style areas (i.e., glassed in or screened in rooms), or a rooftop <br />dining area may be provided as an alternative to the outdoor dining area. <br />Ordinance 19-1511 <br />Page 8 <br />
