Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 13, 2019 <br />Page 7 <br />said they could do some unique things with the service station itself to comply with the design standards. Mr. Terry <br />said after hearing staffs presentation, he said that he could redesign the project to incorporate many of the <br />components outlined in the overlay district. He said this use is a community serving use. He said there would be an <br />outside seating area and it would provide a pedestrian friendly environment. Mr. Terry said the site could be <br />redesigned to have the entire vehicular component towards State Road 436. He said after listening to the <br />presentation and understanding the purpose and intent of promoting the main street concept, he felt they could work <br />with staff to come up with some creative design solutions to accommodate the RaceTrac's use and allow for <br />additional development on the south side of the site. He said the additional development could provide retail and <br />office uses with all the parking in the rear. He said this could be the catalyst for development to occur along Oxford <br />Road. <br />Mr. Terry said the property is for sale at an extremely high price, which provides limited opportunities unless <br />there are national tenants and people that can bring forward that opportunity. He said RaceTrac could be a good fit <br />and has the ability to bring other development partners to develop the remainder of the property. <br />Mr. Terry said bringing this development to this site is a unique opportunity that they would like to have the <br />ability to move forward with this project. He said if a service station is considered a prohibited use, it eliminates the <br />opportunity to develop the site. <br />Mr. Jeffrey Baird, RaceTrac, 200 Galleria Parkway SE, Atlanta, Georgia came forward. Mr. Baird said there <br />is a new RaceTrac in Winter Springs and a new site that is being developed and is under plan review with Seminole <br />County at Red Bug Lake Road and Slavia Road. <br />He said the site would have an outdoor seating area with a covered patio and fans, coffee shop, yogurt, <br />charging stations and free Wi-Fi. He said the convenience market is changing. He said RaceTrac is not your typical <br />service station. <br />Mr. Baird requested changing the prohibited use for service stations to a conditional use to provide them an <br />opportunity to present their project. <br />
