Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 13, 2019 <br />Page 5 <br />Hanna explained that breweries and wineries have their own definition that differentiates them from bars and <br />lounges. <br />The Commission suggested adding adult daycare facilities under the conditional use category. A general <br />discussion ensued regarding the incentives allowed for qualifying features for density bonuses. Ms. Hanna explained <br />that the images presented in the PowerPoint presentation represent ideas and concepts that are written in the <br />ordinance and are not illustrative of what staff technically wants to see. <br />In response to the Commission's question regarding the responsibility for maintaining the landscaping, Ms. <br />Hanna said that would depend on the development. She said the City would be responsible for the landscaping in a <br />public park or right of way. She explained if the landscaping was in the easement that would be addressed in the <br />easement agreement. Ms. Hanna said that in some cases the developer could be responsible for the landscaping <br />maintenance. <br />A general discussion ensued regarding the type of lighting for the various signs and outside grilling areas for <br />restaurants. In response to the Commission's question regarding parking for food trucks, Ms. Hanna said food trucks <br />are prohibited to park citywide. The Commission expressed a concern that allowing permanent food truck parking <br />would financially impact restaurants located in the city. Ms. Hanna suggested looking at other areas outside the <br />OPOD for food truck parking in the city. The Commission was in favor of using food trucks for special events but <br />were not in favor of permanent food truck parking. <br />In reviewing the new definitions, the Commission suggested adding that blade signs are not illuminated. <br />Ms. Hanna said staff requests the Planning and Zoning Commission provide a favorable recommendation to <br />the City Commission for LPA 19-05, Oxford Park Overlay District Standards, creating Section 2-7.34, Oxford Park <br />Overlay District Standards, amending Section 2-4.3, the Official Zoning Map and amending Section 5-21.2, Definition <br />of Terms. <br />A general discussion ensued regarding the input the Commission provided at a previous Planning and <br />Zoning meeting and the edits to the overlay district made by staff. Ms. Hanna said there were some minor changes <br />
