Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 13, 2019 <br />Page 4 <br />In response to the Commission's question regarding pedestrian access to the front of the property, Mr. <br />Fathelbab said that there would be crosswalks delineated to encourage safe access and circulation for both <br />pedestrians and vehicles. <br />A brief discussion ensued regarding the parking area for the parents dropping off children. The Commission <br />suggested using the side of the tenant space for drop off/pick up of children. Mr. Fathelbab said staff could discuss <br />that with the applicant. A brief discussion ensued regarding the site being ADA compliant. <br />Mr. Henson asked the applicant to come forward. Mr. James Hanson, Woolbright Development, 3200 North <br />Military Trail, Boca Raton, Florida came forward. In response to the Commission's question, Mr. Hanson said the <br />parents would need to park their car and walk the children to and from the daycare. Mr. Hanson said there is a <br />representative from the daycare's corporate office available tonight to answer questions from the Commission. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />The Commission suggested adding stop signs to each side of the crosswalk or additional signage to the <br />parking lot. <br />Mr. Henson asked for a motion to address CU 19-07. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve CU 19-07 to allow a day care facility at 1064-1074 State Road 436 based on the staffs <br />recommendation and taking into consideration the nine (9) conditions of approval outlined in the staff report including <br />Attachments A -D. Ms. Costello seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: LPA 19-05: Oxford Park Overlay District (OPOD). An ordinance to creating design <br />standards for Oxford Park Overlay District adjacent to Seminole County's Oxford Place. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum <br />dated March 13, 2019 and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a <br />copy of the PowerPoint presentation is attached and made a part of the minutes). A brief discussion ensued <br />regarding prohibiting bars and lounges but permitting breweries and wineries. Ms. Hanna stated that bar and <br />lounges listed under prohibited uses would be removed as it is duplicated under the conditional use category. Ms. <br />
