Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />February 13, 2019 <br />Page 6 <br />findings of fact and conclusions of the staff report dated February 13, 2019, and the following findings regarding the <br />proposed change to the Official Zoning Map: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and <br />the existing Major Thoroughfare Mixed -Use (MTMU) Future Land Use designation; <br />2. The requested zoning amendment is compatible with the surrounding mix of land uses and zoning <br />districts; and <br />3. City services are available at the subject property and will not be negatively impacted. <br />In response to the Commission's question, Ms. Hyson explained that as properties that currently have the <br />Major Thoroughfare Mixed Use future land use designation begin to redevelop or change their use, the properties <br />would require a rezoning to a Planned Mixed Use - Medium Rise or Planned Mixed Use - High Rise zoning <br />designation. She said changing the zoning for this parcel does not affect the existing businesses. <br />Mr. Henson asked the applicant to come forward. Mr. Hongjun Li, 1343 Hampstead Terrace, Oviedo, <br />Florida came forward. In response to the Commission's question, Mr. Li said the intended use for the building would <br />be used for classrooms. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address ZB 19-03. Mr. Hale made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for ZB 19-03 to amend the Official Zoning <br />Map from CG (Commercial General) to PMX-MID (Planned Mixed -Use: Medium Rise) for the subject property <br />located at 2610 S. U.S. Highway 17-92 based on the findings of fact and conclusions of the staff report dated <br />February 13, 2019, and the three (3) findings regarding the proposed change to the Official Zoning Map included in <br />the staff report including Attachment A. Ms. Costello seconded the motion. The motion passed unanimously by <br />voice vote. <br />Eleventh Item of Business: SPR 19-01: 1775 Seminola Boulevard. A major site plan request to add a four -lane <br />batting cage on a new concrete slab totaling 5,600 square feet at the Geneva School located at 1775 <br />Seminola Boulevard. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated February 13, <br />2019 to the City of Casselberry Planning and Zoning Commission.
