Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />February 13, 2019 <br />Page 7 <br />and Zoning Commission approve the major site plan application for the Geneva School Batting Cages (SPR 19-01). <br />He said this recommendation is based on the site plan, included as Attachment C, the findings of fact and <br />conclusions of the staff report dated February 13, 2019, and the following six (6) conditions of approval: <br />1. All Public Works issues and comments must be addressed prior to issuance of a site construction <br />permit. <br />2. A double row of podocarpus hedges shall be installed and spaced 2' on -center, shall be 3'-4' tall at the <br />time of planting and maintained at 6'-7' tall at maturity around the northern and eastern perimeter of <br />batting cages to screen this use from the abutting residential uses. All landscaping shall be irrigated <br />and maintained. <br />3. The property shall pass landscaping and irrigation inspection. <br />4. All required local, regional, state, and federal permits shall be obtained before commencement of <br />development. <br />5. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />Mr. Henson asked the applicant to come forward. Mr. Jay Klima, 385 Douglas Avenue, Altamonte Springs, <br />Florida came forward. Mr. Klima said that they are in agreement with the conditions of approval. In response to the <br />Commission's question, Mr. Klima explained that the ballfields are not illuminated at this time; however, during the <br />original approval process lighting was approved. He said there is no intention at this time to illuminate the batting <br />cages. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SPR 19-01. Mr. Tizzio made a motion that the Planning and <br />Zoning Commission approve the major site plan application for the Geneva School Batting Cages (SPR 19-01) based <br />on the site plan included in Attachment C, the findings of fact and conclusions of the staff report dated February 13, <br />2019, and subject to the six (6) conditions of approval outlined in the staff report including Attachments A — C. Ms. <br />Costello seconded the motion. The motion passed unanimously by voice vote. <br />Twelfth Item of Business: Public Comments. <br />There was no public comment. <br />Thirteenth Item of Business: Other Business. <br />
