Planning & Zoning Commission/ Local Planning Agency Minutes February 13, 2019 Page 7 and Zoning Commission approve the major site plan application for the Geneva School Batting Cages (SPR 19-01). He said this recommendation is based on the site plan, included as Attachment C, the findings of fact and conclusions of the staff report dated February 13, 2019, and the following six (6) conditions of approval: 1. All Public Works issues and comments must be addressed prior to issuance of a site construction permit. 2. A double row of podocarpus hedges shall be installed and spaced 2' on -center, shall be 3'-4' tall at the time of planting and maintained at 6'-7' tall at maturity around the northern and eastern perimeter of batting cages to screen this use from the abutting residential uses. All landscaping shall be irrigated and maintained. 3. The property shall pass landscaping and irrigation inspection. 4. All required local, regional, state, and federal permits shall be obtained before commencement of development. 5. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the expiration of this approval. 6. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. Mr. Henson asked the applicant to come forward. Mr. Jay Klima, 385 Douglas Avenue, Altamonte Springs, Florida came forward. Mr. Klima said that they are in agreement with the conditions of approval. In response to the Commission's question, Mr. Klima explained that the ballfields are not illuminated at this time; however, during the original approval process lighting was approved. He said there is no intention at this time to illuminate the batting cages. Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Henson asked for a motion to address SPR 19-01. Mr. Tizzio made a motion that the Planning and Zoning Commission approve the major site plan application for the Geneva School Batting Cages (SPR 19-01) based on the site plan included in Attachment C, the findings of fact and conclusions of the staff report dated February 13, 2019, and subject to the six (6) conditions of approval outlined in the staff report including Attachments A — C. Ms. Costello seconded the motion. The motion passed unanimously by voice vote. Twelfth Item of Business: Public Comments. There was no public comment. Thirteenth Item of Business: Other Business.
