CASSELBERRY CITY COMMISSION <br />Minutes of April 8, 2019 — Regular Meeting <br />Page 6 of 13 <br />Planning Agency (LPA), voted unanimously at its February 13, 2019 meeting to recommend approval of <br />the amendment to the City Commission. The request to amend the Official Zoning Map from CG <br />(Commercial General) to PMX-MID (Planned Mixed -Use: Medium Rise) for the subject property is <br />consistent with the City's Comprehensive Plan and the existing MTMU (Major Thoroughfare Mixed -Use) <br />Future Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; <br />and City services are available at the subject property and will not be negatively impacted. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1508 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1508. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1508. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1508. <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1508 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5-0. <br />B. Second Reading of Ordinance 19-1509 — Amending and Restating the City of <br />Casselberry Police Officers' and Firefighters' Pension Plan <br />The City Clerk read Ordinance 19-1509 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 62, <br />PENSIONS AND RETIREMENT, ARTICLE 1, POLICE OFFICERS' AND FIREFIGHTERS' <br />PENSION PLAN OF THE CODE OF ORDINANCES OF THE CITY OF CASSELBERRY; <br />AMENDING SECTION 62-2001, DEFINITIONS; AMENDING SECTION 62-2008, DISABILITY; <br />AMENDING SECTION 62-2017, MISCELLANEOUS PROVISIONS; AMENDING SECTION 62- <br />2028, REEMPLOYMENT AFTER RETIREMENT; AMENDING SECTION 62-2030, <br />SUPPLEMENTAL BENEFIT COMPONENT FOR SPECIAL BENEFITS; CHAPTER 175 AND <br />185 SHARE ACCOUNTS; AMENDING SECTION 62-2031, FIREFIGHTERS' DEFERRED <br />RETIREMENT OPTION PLAN; PROVIDING FOR CODIFICATION; PROVIDING FOR <br />SEVERABILITY OF PROVISIONS; REPEALING ALL ORDINANCES IN CONFLICT <br />HEREWITH AND PROVIDING AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1509 <br />was advertised in the Orlando Sentinel on Thursday, March 28, 2019. <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 19-1509 amends and restates the <br />City of Casselberry's Police Officers' and Firefighters' Pension Plan. The plan actuary, Foster and Foster, <br />has reviewed the ordinance and has issued a letter stating that because the changes do not result in a financial <br />impact on the funding requirements it is the actuary's opinion that a formal Actuarial Impact Statement is <br />not required in support of its adoption. <br />
