CASSELBERRY CITY COMMISSION <br />Minutes of April 8, 2019 — Regular Meeting <br />Page 7 of 13 <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended adoption of Ordinance 19-1509 on second and final <br />reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1509. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1509. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1509. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 19-1509 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />C. First Reading of Ordinance 19-1511 — Oxford Park Overlay District Standards <br />The City Clerk read Ordinance 19-1511 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING ARTICLE VII <br />"GENERAL REGULATIONS" OF THE CITY'S UNIFIED LAND DEVELOPMENT <br />REGULATIONS TO ADD SECTION 2-7.34, "OXFORD PARK OVERLAY DISTRICT <br />STANDARDS", TO ESTABLISH DESIGN STANDARDS; AMENDING THE OFFICIAL ZONING <br />MAP, AS ESTABLISHED IN ARTICLE IV, SECTION 2-4.3, AS AMENDED AND <br />SUPPLEMENTED, TO INCLUDE THE PARCELS DESCRIBED IN SECTION I OF THIS <br />ORDINANCE INTO THE "OXFORD PARK OVERLAY DISTRICT"; AMENDING ARTICLE <br />XXI, SECTION 5-21.2 "DEFINITION OF TERMS" TO INCLUDE VARIOUS DEFINITIONS; <br />AND PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 19-1511 <br />was advertised in the Orlando Sentinel on Thursday, March 28, 2019. <br />Staff Presentation: Development Services Manager Emily Hanna stated that adoption of Ordinance 19- <br />1511 would create Section 2-7.34, the Oxford Park Overlay District Standards; amend Section 2-4.3, the <br />Official Zoning Map to establish the Overlay District; and amend Section 5-21.2, Definition of Terms to <br />define terms as they relate to the new district. She then gave a presentation highlighting some of the details <br />of the proposed ordinance which included an overview of the Oxford Road Long Range Development Plan <br />and which included the following components: <br />Why are we here? <br />o Seminole County's Oxford Place Overlay District <br />o The City's Oxford Park Overlay District <br />o Both Overlay Districts Side by Side <br />What are we proposing? <br />o Goals of the Oxford Park Overlay District (OPOD): <br />
