Recommendation: The City Manager recommended adoption of Ordinance 19-1509 on second and final reading. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 19-1509. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 19-1509. Mayor Glancy closed the public hearing relative to Ordinance 19-1509. MOTION: Vice Mayor Aramendia moved to adopt Ordinance 19-1509 on second and final reading, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. C. First Reading of Ordinance 19-1511 — Oxford Park Overlay District Standards The City Clerk read Ordinance 19-1511 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING ARTICLE VII "GENERAL REGULATIONS" OF THE CITY'S UNIFIED LAND DEVELOPMENT REGULATIONS TO ADD SECTION 2-7.34, "OXFORD PARK OVERLAY DISTRICT STANDARDS", TO ESTABLISH DESIGN STANDARDS; AMENDING THE OFFICIAL ZONING MAP, AS ESTABLISHED IN ARTICLE IV, SECTION 2-4.3, AS AMENDED AND SUPPLEMENTED, TO INCLUDE THE PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE INTO THE "OXFORD PARK OVERLAY DISTRICT"; AMENDING ARTICLE XXI, SECTION 5-21.2 "DEFINITION OF TERMS" TO INCLUDE VARIOUS DEFINITIONS; AND PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 19-1511 was advertised in the Orlando Sentinel on Thursday, March 28, 2019. Staff Presentation: Development Services Manager Emily Hanna stated that adoption of Ordinance 19- 1511 would create Section 2-7.34, the Oxford Park Overlay District Standards; amend Section 2-4.3, the Official Zoning Map to establish the Overlay District; and amend Section 5-21.2, Definition of Terms to define terms as they relate to the new district. She then gave a presentation highlighting some of the details of the proposed ordinance which included an overview of the Oxford Road Long Range Development Plan and which included the following components: Why are we here? o Seminole County's Oxford Place Overlay District o The City's Oxford Park Overlay District o Both Overlay Districts Side by Side What are we proposing? o Goals of the Oxford Park Overlay District (OPOD):
