CASSCLBCRRY CITY COMMISSION <br />Minutes of April 8, 2019 — Regular Meeting <br />Page 10 of 13 <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individual came forward: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the maintenance <br />and preservation of the house and landscaping at 535 Queens Mirror Circle until a decision is <br />made by the City as to disposition of the property. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />Mr. Newlon advised that he had two items to present to the City Commission and asked Dr. Kelly Brock, <br />Deputy Public Works Director/City Engineer to address the first of those items. <br />Dr. Brock stated he was requesting guidance from the City Commission on issues brought up during the <br />presentation by healthy design transportation consultant Mark Fenton at the City Commission and Planning <br />and Zoning Commission Joint Workshop on March 271". He advised that Mr. Fenton had urged the City <br />Commission to consider a roundabout at the intersection of Wilshire Drive and South Winter Park Drive <br />rather than just the planned update of the traffic signal. Dr. Brock did a preliminary evaluation of the <br />intersection and determined that there was a possibility that such a change in design would be feasible, and <br />he requested that the City Commission give direction to staff on the following questions: <br />1. Does the City Commission wish to direct staff to step back from design of an updated traffic <br />signal at the intersection of Wilshire Drive and South Winter Park Drive to allow the consultant <br />to determine the feasibility of a roundabout at the intersection rather than update of the traffic <br />signal? <br />2. If so, does the City Commission wish for staff to proceed with the approved plans for <br />bicycle/pedestrian improvements to Winter Park Drive, such as filling sidewalk gaps and <br />upgrading the intersections at Queens Mirror Circle and Crystal Bowl Circle, or delay these <br />improvements while the consultant is evaluating the feasibility of a roundabout at the <br />intersection of Wilshire Drive and South Winter Park Drive? <br />3. Does the City Commission wish to direct staff to report back on the results of the consultant's <br />study relating to the feasibility of a roundabout at Wilshire Drive and South Winter Park Drive, <br />or to proceed with altering the design for the intersection if it is determined to be feasible by <br />the consultant? <br />
