CASSELBGRRY CITY COMMISSION Minutes of February 25, 2019 — Regular Meeting Page 5 of 10 Staff Presentation: Community Development Director Chris Bowley stated that Resolution 19-3083 appoints Karen Z. Consalo, Esquire to serve as the City's Code Enforcement Special Magistrate and authorizes the Mayor to execute an Agreement for Code Enforcement Special Magistrate Services (LOI- 2019-0426) on behalf of the City Commission. Budget Impact: Funding of the Code Enforcement Special Magistrate is budgeted in account #001-0140- 514.31-03, Legal Services Division, Special Legal Counsel. Recommendation: The City Manager and the Community Development Director recommended approval of Resolution 19-3083. Audience Participation: No one came forward to address Resolution 19-3083. MOTION: Commissioner Busch moved to approve Resolution 19-3083, as presented. Motion was seconded by Commissioner Meadows. Motion carried unanimously by voice vote 4-0. 10. FIRST READING OF ORDINANCES No items were presented for consideration on this agenda. 11. PUBLIC HEARINGS No items were presented for consideration on this agenda. 12. OTHER ITEMS A. Project Submittal for 2019 Metroplan Orlando Prioritized Project List Cycle_ Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that approval for submittal of Sunset Park to Secret Lake Park Trail and Winter Park Drive Complete Street Improvements projects for planning phase work to MetroPlan Orlando for prioritization is requested. In response to questions from Mr. Newlon and the City Commission, Dr. Brock gave a brief update on the various City projects on MetroPlan's Prioritized List and where they fell on the list as far as planning, funding and construction. He also updated the Commission on efforts to obtain an easement from Home Depot for the connection from U.S. Highway 17-92 to Sunset Drive which thus far had been unsuccessful. Budget Impact: There is no impact to the City's current budget, as no local funding is proposed for the planning phase work. Recommendation: The City Manager and the Public Works Director recommended approval to submit the Sunset Park to Secret Lake Park Trail and Winter Park Drive Complete Street Improvements projects to MetroPlan Orlando for prioritization of planning phase work.
