CASSELBERRY CITY COMMISSION <br />Minutes of February 25, 2019 — Regular Meeting <br />Page 6 of 10 <br />Audience Participation: No one came forward to address this item. <br />Commissioner Hufford arrived at the meeting at 5:23 p. in. <br />MOTION: Vice Mayor Aramendia moved to submit the Sunset Park to Secret Lake Park <br />Trail and Winter Park Drive Complete Street Improvements projects to <br />MetroPlan Orlando for prioritization of planning please work, as presented. <br />Motion was seconded by Commissioner Busch. Motion carried unanimously <br />by voice vote 5-0. <br />B. Presentation on City Code Article XIII and Article XIV — Landscape and Tree <br />Protection Requirements for Single Family and Duplex Dwellings <br />Staff Presentation: Development Services Manager Emily Hanna stated that this item was an opportunity <br />for review and discussion of tree removal permit requirements for single family and duplex dwellings, and <br />then gave a presentation on the City's current requirements in response to direction from the City <br />Commission given at the last regular City Commission meeting. <br />Discussion: A lengthy discussion ensued during which Ms. Hanna also addressed questions and concerns <br />from the City Commission and which included the following topics: <br />- current tree removal requirements; <br />- determination of tree replacement by lot size; <br />- tree size requirements; <br />- permit exemptions; <br />- issues with trees in easements, rights-of-way and under power lines; <br />- when alternates to canopy trees can be utilized; <br />- options to pay into tree bank instead of replacing a removed tree, and the cost per tree; <br />- preferred types of trees for plantings; <br />- whether there has been a significant increase in tree removals prompting concerns and the need <br />to address the issue at this time; <br />- options for possibly counting large trees as two to meet landscaping requirements; <br />- concerns about creating unnecessary regulations; <br />- how permit fee was determined; <br />- education of residents about tree requirements; <br />- importance of the tree canopy; <br />- plantings in backyards also count as far as required tree count, but do not improve curb appeal; <br />- cost for inspection by certified arborist and possible hardship caused by proposed requirement <br />for issuance of permit; <br />- suggestion to charge permit fee, but waive arborist requirement, making sure the minimum lot <br />size requirements are met; <br />- code enforcement measures and fines for failure to obtain tree removal permit; <br />- grandfathering in existing properties if new tree removal legislation is adopted; <br />- promotion of Adopt -A -Tree Program at Earth Fest as an alternate way to meet the minimum <br />landscaping requirements; <br />- possibility of creating a City nursery to provide some of the trees for plantings, and utilizing <br />
