CASSELBERRY CITY COMMISSION <br />Minutes of March 25, 2019 — Regular Meeting <br />Page 10 of 14 <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- <br />3089 was for the purpose of confirming that the City of Casselberry wishes to participate in the Best Foot <br />Forward for Pedestrian Safety program which is a grassroots initiative to make walking safer by changing <br />drivers' behavior. He then introduced Ms. Amanda Day, Executive Director of Bike/Walk Central Florida, <br />a non-profit organization which promotes walkable and bike -able communities through raising public <br />awareness and advocating for safe, active transportation and recreation, who gave a brief presentation about <br />the program. The presentation covered how the program got started, and its short and long-term objectives. <br />In response to questions from the City Commission, Ms. Day explained the methodology for collecting and <br />tracking data and how it was measured to determine whether changes were being seen in driver behaviors <br />and compliance to engineering measures put in place in order to gauge the success of the program and see <br />where improvements could be made, if needed. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 19-3089. <br />Audience Participation: No one came forward to address Resolution 19-3089. <br />MOTION: Commissioner Busch moved to approve Resolution 19-3089, as presented. <br />Motion was seconded by Commissioner Meadows. Motion carried <br />unanimously by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 19-1510 — Amending Chapter 86, Utilities, Article I, In General and <br />Article II, Sewers of City Code of Ordinances <br />The City Cleric read Ordinance 19-1510 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 86, <br />UTILITIES, ARTICLE I, IN GENERAL AND ARTICLE II, SEWERS OF THE CITY CODE OF <br />ORDINANCES; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Assistant Public Works Director/Water Resources Manager Tara Lamoureux -Bobo <br />stated that proposed Ordinance 19-1510 amends Chapter 86 (Utilities) of the City Code of Ordinances to <br />update the City's Industrial Wastewater Pretreatment Program in accordance with the Florida Department <br />of Environmental Protection (FDEP) requirements. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />19-1510 on first reading. <br />
