CASSELBERRY CITY COMMISSION <br />Minutes of March 11, 2019— Regular Meeting <br />Page 10 of 13 <br />on land use and school facilities planning as the County's population grows, including issues such as <br />population projections, student station totals, co -location of facilities, new schools, etc.; makes <br />recommendations to the Seminole County School Board; reviews five-year capital improvement plans; and <br />is the required oversight committee for the Public School Concurrency Program. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended the <br />appointment of a Commission member as the City representative to the Seminole County School District <br />Public Schools Facilities Planning Committee (PSFPC). <br />Audience Participation: No one came forward to address this item <br />MOTION: Commissioner Meadows moved to appoint Commissioner Hufford as the <br />City's representative to the Seminole County District Public Schools Facilities <br />Planning Committee (PSFPC). Motion was seconded by Vice Mayor <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />B. Appointment of Planning & Zoning Commission Alternate Member <br />Staff Presentation: City Clerk Donna Gardner stated that applications from the following four applicants <br />were being presented for consideration for appointment to the Planning & Commission as the alternate <br />member to fill the unexpired term caused by the resignation of Colleen Hufford, which will be effective <br />through January 31, 2020: <br />- Alva (Ed) Bowman <br />- Clayton Mays <br />- Thomas Sakowski <br />- Paul Yeargain <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the City Clerk recommended the City Commission consider the <br />submitted applications for appointment to the Planning & Zoning Commission as the alternate member to <br />fill the unexpired term effective until January 31, 2020. <br />Audience Participation: No one came forward to address this item. <br />MOTION: Vice Mayor Aramendia moved to appoint Mr. Alva (Ed) Bowman as the <br />alternate to the Planning & Zoning Commission, term effective through <br />January 31, 2020. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 5-0. <br />Several of the Commissioners commented on the excellent qualifications of all the applicants. In response <br />to questions from the City Commission, Ms. Gardner advised that in accordance with the City's Board <br />Policy, the applications for the applicants not selected would be kept on file for the remainder of the year <br />
