CASSELBERRY CITY COMMISSION <br />Minutes of March 11, 2019 — Regular Meeting <br />Page 9 of 13 <br />MULTI -FAMILY) FROM THE SEMINOLE COUNTY ZONING OF A-1 (AGRICULTURE) FOR <br />AN ANNEXED APPROXIMATELY 1 -ACRE PARCEL LOCATED AT 547 LAKE HOWELL <br />ROAD, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1507 <br />was advertised in the Orlando Sentinel on Thursday, February 28, 2019. <br />Staff Presentation: Planner I Christina Hyson stated that Ordinance 19-1507 amends the Official Zoning <br />Map from Seminole County A-1 (Agriculture) to City of Casselberry RMF -13 (Medium Density Multi- <br />family) for the recently annexed property located at 547 Lake Howell Road consisting of approximately <br />one (l) acre. Notification was provided to the surrounding property owners within 500 feet and written <br />notice was posted on the subject property on December 19, 2018. The Planning and Zoning Commission, <br />serving as the City's Local Planning Agency (LPA), voted unanimously at its meeting on January 9, 2019 <br />to recommend approval of the amendment to the City Commission. The request to amend the Official <br />Zoning Map from Seminole County A-1 (Agriculture) to City of Casselberry RMF -13 (Medium Density <br />Multi -family) for the subject property is consistent with the City's Comprehensive Plan and the proposed <br />Medium Density Residential Future Land Use designation; compatible and consistent with the adjacent <br />land uses and zoning districts; and City water and sanitary sewer services are available to the subject <br />property. However, staff will determine during the site plan review process whether future development <br />can connect directly to the existing public sewer infrastructure or if an additional lift station will need to be <br />installed by the applicant. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1507 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1507. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1507. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1507. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 19-1507 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Appointment of a Representative to the Seminole County School District Public <br />Schools Facilities Planning Committee <br />Staff Presentation: Community Development Director Chris Bowley stated that the appointment of a City <br />of Casselberry representative to the Seminole County School District Public Schools Facilities Planning <br />Committee (PSFPC) is requested. In response to questions from the City Commission, Mr. Bowley advised <br />that this Committee reviews recommendations from the Planning Technical Advisory Committee (PTAC) <br />
