Resolution 19-3079 — Agreement with Florida Department of Environmental <br />Protection for a Land and Water Conservation Fund Grant for the Secret Lake Park <br />Redevelopment Project and Related Budget Amendment #19-022 <br />The City Clerk read Resolution 19-3079 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH <br />THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A LAND AND <br />WATER CONSERVATION FUND GRANT FOR THE SECRET LAKE PARK <br />REDEVELOPMENT PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- <br />3079 would approve an Agreement with the Florida Department of Environmental Protection (FDEP) for <br />the Secret Lake Park Redevelopment Project as part of a Land and Water Conservation Fund (LWCF) <br />Grant, including a commitment of $200,000 in local funding and $200,000 in federal grant funding, for a <br />total commitment of $400,000, and authorizes the Mayor to execute said document on behalf of the City. <br />To support the grant application, the project was added to the City's Five Year Capital Improvement <br />Program. Approval of related Budget Amendment #19-022 is also requested. In response to questions <br />from Mr. Newlon and the City Commission, Dr. Brock shared that some of the proposed improvements to <br />be included as part of the grant funding were: improvements to the playground and addition of some new <br />structures to make the playground ADA (Americans With Disabilities Act) accessible; making the parking <br />at the Recreation Center ADA accessible; new sidewalk connections and repairs to the trail and sidewalks; <br />addition of some fitness equipment; addition of a new trail connection linking Frances Avenue back to the <br />existing sidewalk system; renovation of the kayak/canoe launch area including kayak and paddle board <br />storage; new shade structures, new picnic areas and a new replacement pavilion, all of which are consistent <br />with the improvements called for in the Parks, Recreation, Pathways and Open Spaces Master Plan. He <br />also clarified that the shade structures could not be attached to the Recreation Center under guidelines for <br />the grant monies as the funding was specifically for outdoor recreation areas; however, the plan was to try <br />and cover the entire patio area of the Recreation Center with the shade structures. <br />
