Second Reading of Ordinance 19-1502 — Amending the Official Zoning <br />Designation for the Property Located on Concord Drive (ZB 18-08) <br />The City Clerk read Ordinance 19-1502 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM CG (COMMERCIAL GENERAL) TO CL (COMMERCIAL <br />LIMITED) FOR THE APPROXIMATELY 1.75 ACRE PARCEL LOCATED ON CONCORD <br />DRIVE, CASSELBERRY, FLORIDA, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1502 <br />was advertised in the Orlando Sentinel on Thursday, January 31, 2019. <br />Staff Presentation: Planner I Christina Hyson stated that Ordinance 19-1502 amends the Official Zoning <br />Map from CG (Commercial General) to CL (Commercial Limited) for the vacant property located on <br />Concord Drive with parcel identification number 08-21-30-5BL-HF00-027A, consisting of approximately <br />1.75 acres. Notification was provided to the surrounding property owners within 500 feet and written notice <br />was posted on the subject property on November 21, 2018. The Planning and Zoning Commission, serving <br />as the City's Local Planning Agency (LPA), voted unanimously at its meeting on December 12, 2018 to <br />recommend approval of this amendment to the City Commission. The request to amend the Official Zoning <br />Map from CG (Commercial General) to CL (Commercial Limited) for the subject property is consistent <br />with the City of Casselberry Comprehensive Plan and Commercial Future Land Use designation for the <br />subject site; compatible and consistent with the adjacent land uses and zoning districts; and City water is <br />available to the subject property. City sewer is also available; however, the applicant will need to install a <br />private force main and lift station on-site in order to accommodate the proposed development. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1502 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1502. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1502. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1502. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 19-1502 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 4-0. <br />
