CASSELBERRY CITY COMMISSION <br />Minutes of February 11, 2019 — Regular Meeting <br />Page 10 of 17 <br />Recommendation: The City Manager and the Public Works Director recommended approval to implement <br />the Casselberry Memorial Park Bench Program. <br />Audience Participation: No one came forward to address the Commission regarding Resolution 18-3080. <br />MOTION: Commissioner Busch moved to approve Resolution 18-3080 as presented. <br />Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 4-0. <br />C. Resolution 19-3081 — Resolution of Necessity for Expanding Lake Concord Park <br />and Associated Public Parkin <br />The City Cleric read Resolution 19-3081 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, DETERMINING THE NECESSITY AND PUBLIC PURPOSE AND AUTHORIZING <br />THE ACQUISITION OF PROPERTY IN CASSELBERRY, FLORIDA BY EMINENT DOMAIN <br />OR THROUGH NEGOTIATION FOR PARK EXPANSION AND PUBLIC PARKING AT AND <br />AROUND LAKE CONCORD, AUTHORIZING ATTORNEYS TO INITIATE EMINENT <br />DOMAIN PROEEDINGS TO ACQUIRE THE NECESSARY PROPERTY, AND PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Emily Hanna stated that Resolution 19-3081 would <br />establish that fee simple acquisition of the property described in Exhibit "A" to the Resolution is necessary <br />for the purpose of expanding Lake Concord Park and for parking associated with the park, and related <br />construction and maintenance activities. <br />Budget Impact: There is no impact to the City Budget through use of the CRA Trust Fund. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Resolution 19-3081. <br />Audience Participation: No one came forward to address the City Commission regarding Resolution 19- <br />3081. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 19-3081, as presented. <br />Motion was seconded by Commissioner Busch.
