Mr. Phillips made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for ZB 18-08 to amend the Official <br />Zoning Map from CG (Commercial General) to CL (Commercial Limited) for the subject property located on Concord <br />Drive based on the staffs findings of fact and subject to the three (3) conditions listed in the staff report. Mr. Bakalla <br />seconded the motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: LPA 19-02: Amendments to ULDR for Multifamily Residential Developments. An <br />ordinance to amend Table 2-5.4, Size and Dimension Regulations, Section 3.15.2, Parking Spaces Required <br />by Use, and Section 3.10.12, Design Criteria for Buildings in Excess of 35 Feet in Height, of the City's Unified <br />Land Development Regulations (ULDR). <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum <br />dated December 12, 2018 to the City of Casselberry Planning and Zoning Commission. Ms. Hanna said in 2013, the <br />Urban Land Institute research paper titled "The Macro View on Micro Units" was released. She said the Planning <br />and Zoning Commission reviewed this research paper in 2016 for Ordinance 16-1446. She said that ordinance was <br />adopted based on market trends showing that apartment units are smaller and that one -bedroom units are more <br />favorable. She said that new multifamily projects have more one -bedroom units than two and three bedroom units <br />thus the necessity for a smaller parking ratio. <br />Ms. Hanna said staff continued to evaluate the City's Unified Land Development Regulations (ULDR) and <br />found that the zoning districts that allow multifamily residential developments (RMF -13 and RMF -20) have size and <br />dimension criteria that does not match the market demand, nor allows those projects to reach their permitted density. <br />She said staff is requesting to make changes to sections of the ULDR in order to allow multifamily residential projects <br />to meet market demands and to build appropriately within the City. <br />Ms. Hanna reviewed the changes to the minimum living area, impervious surface ratio, parking <br />requirements and building height. Ms. Hanna stated that Ms. Hyson reviewed Table 2-5.4 and found multiple <br />scrivener errors within the table. She said that Addendum 1 and Addendum 2 that was distributed to the Planning <br />and Zoning Commission addresses the corrections to the Code (copies are attached and made a part of the <br />minutes).
