Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 10 <br />1. Adding a footnote S to Industrial that references performance criteria. <br />2. Change RMH-8 Mobile Home maximum height to 35'. <br />A brief discussion ensued regarding the change to the maximum 35 foot height requirement, the Seminole <br />County Fire Department role in reviewing all projects from inception through the building permit process to ensure <br />projects meet the National Fire Prevention Code, and the availability of an updated research study on apartment <br />square footages. <br />In response to the Commission's question, Ms. Hanna said that she would do some further research on the <br />parking ratios for the two Maitland projects along US Highway 17/92 and she would provide that information to the <br />Planning and Zoning Commission. <br />Mr. Bakalla read the following portion from the Urban Land Institute research paper: "It is still unclear <br />whether this performance is driven by the relatively limited supply of these smaller units on the market, or whether a <br />sizable, and perhaps untapped, segment of renters is willing to make the tradeoff and pay considerably more per <br />square foot rent in exchange for highly desirable locations, better community amenities, the ability to forgo a <br />roommate — or perhaps some combination of these factors... But it is also clear from the research that micro units <br />are not for everyone and that micro units may not be the solution for every location." <br />Mr. Bakalla felt that was used as the disclaimer for the research paper. <br />Ms. Hanna said the Commission could request staff to research the potential for greater building height <br />requirements. Ms. Hanna requested the Planning and Zoning Commission include the change to the RMH-8 zoning <br />district height requirement in their motion. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 19-02. Mr. Phillips made a motion that the Planning and <br />Zoning Commission recommend approval of LPA 19-02 and hereby amend the City of Casselberry Unified Land <br />Development Regulations, Section 2-5.4, Size and Dimension Regulations, Section 3-15.2, Parking Spaces Required <br />by Use, and Section 3-10.12, Design criteria for buildings in excess of 35 feet in height, subject to the multiple <br />
