Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 8 <br />Ms. Brenda Monger, 15 Plumosa Avenue, Casselberry, Florida came forward to speak against this request. <br />Ms. Monger said the traffic in the area is incredible since Culver's Restaurant was constructed. She expressed <br />concerns with the increased traffic in the area. Ms. Monger said that if she had more time she would acquire <br />signatures from the neighbors in the area that are opposing the project. Ms. Monger said that the neighbors have <br />given up and told her she was wasting her time. She requested the Commission prove them wrong. <br />In response to the Commission's question, Ms. Hyson reviewed the zoning designation for the adjacent <br />parcels. She stated that the zoning designation is compatible to the surrounding land uses and the proposed site <br />plans meet the size and dimension criteria for that zoning. Ms. Hyson said there would be landscape buffering to <br />ensure compatibility with neighboring uses. <br />In response to the Commission's question regarding traffic circulation, Ms. Hyson said the traffic impact <br />analysis would be addressed during the site plan review process. In response to the Commission's question, Ms. <br />Hyson explained that Table 2-5.3 lists all the zoning designations on the top of the table and all the uses listed on the <br />left side of the table and across the chart there is a "P" for permitted uses, a "C" for conditional uses and blank if it is <br />a prohibited use. She said under the "CG" zoning district it shows a "P" for a permitted use. Ms. Hyson stated a <br />scrivener's error occurred in an ordinance in 2016 that the "P' was accidently added to the table when a change was <br />being made to a different land use on the table. She said that change was not advertised and it did not go through <br />due process to make that change to Table 2-5.3, <br />In response to the Commission's question, Ms. Hyson said that legally multifamily dwellings are not a <br />permitted use within that district but the City's Table 2-5.3 incorrectly states that it is permitted. A brief discussion <br />ensued regarding the property to the north that has a RMF -13 zoning designation, the project has a similar density as <br />the RMF -13 zoning and the CL (Commercial Limited) is a transition zoning between commercial and residential. <br />Ms. Hyson stated that the Planning and Zoning Commission would review the site plan and a conditional <br />use request in January. She explained that a multifamily development requires a conditional use in that proposed <br />zoning designation. Ms. Hyson stated that the Public Works Department currently has plans to expand the <br />infrastructure on Concord Drive to add sidewalks, which will make that area more walkable. <br />
