Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 7 <br />recommendation is based on the findings of fact and conclusions of the staff report dated December 12, 2018, and <br />the following findings regarding the proposed change to the Official Zoning Map: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and <br />the existing Commercial Future Land Use designation; <br />2. The requested zoning amendment is compatible with the surrounding mix of land uses and zoning <br />districts; and <br />3. City water is available to the subject property. City sewer is available; however, the applicant must <br />install a private force main and lift station on site in order to accommodate the proposed development. <br />In response to the Commission's question regarding notification to the surrounding properties, Ms. Hyson <br />explained that the Code does not require notification for the site plan review process. <br />Mr. Henson asked the applicant to come forward. Mr. Stephen Ratcliff, project consultant, 750 E. Chapman <br />Road, Oviedo, Florida, Mr. Mark Awad, property owner, 2159 Montova Point, Winter Park, Florida and Ms. Catherine <br />Felter, project engineer, 630 North Wymore Road, Maitland, Florida came forward. There were no questions for the <br />applicants. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Bob Buckley, 239 Lake Ellen Drive, Casselberry, Florida came forward to speak against the request. <br />Mr. Buckley said that he has lived at that location for approximately 27 years and this development is about 1500 feet <br />due north from his property. He said in that 27 years, he has been involved in multiple meetings to preserve the <br />nature and stability of the neighborhood. <br />Mr. Buckley said seven years ago a very similar project was denied because it was not a good idea for the <br />area. He said nothing has changed in the area to make it a better or more desirable addition to the immediate <br />neighborhood or the area in general. He said multi -family in an industrial area is not a good idea. <br />Mr. Buckley questioned developing a new residential project that is surrounded by so much industrial zoned <br />property. Mr. Buckley speculated that there might be negotiations to acquire additional property in the area to make <br />it a larger parcel to increase the density on the property. Mr. Buckley felt that this project benefits the developer. He <br />said he does not see it as a benefit to the neighborhood or the immediate area. He said it is not something that is <br />part of good consistent planning. <br />
