Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 5 <br />requirement. Ms. Hyson explained the capacity would need to be reviewed to determine if a septic tank would be <br />allowed. She said without a site plan that determination could not be made at this time. <br />Mr. Henson asked the applicant to come forward. Mr. Arthur, 301 North Fern Creek Avenue, Orlando, <br />Florida and Mr. Adam Gambuzza, Lake Howell Road, Maitland, Florida came forward. Mr. Arthur said that the <br />property has been annexed into the City. He said they met with City staff regarding the development requirements <br />and understand what needs to be done moving forward with the development. Mr. Gambuzza said he currently <br />operates a public insurance adjustor business in Oviedo and would like to construct an office in Casselberry for his <br />business. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 18-14. Mr. Hale made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 18-14 to amend the Future <br />Land Use designation from Seminole County Commercial to City of Casselberry Commercial for the subject property <br />located on Lake Howell Road based on the findings of fact and conclusions of the staff report dated December 12, <br />2018, and the three (3) findings listed in the staff report including Attachment A. Mr. Van Meter seconded the motion. <br />The motion passed unanimously by voice vote. <br />The Commission expressed a concern regarding the size of the signs that the City uses to post properties. <br />Mr. Bowley said that staff would research obtaining larger placards that are more noticeable. Mr. Bowley said that <br />staff would need to exhaust the current inventory of placards. He said it would be something that would be built into <br />the future budget for printing and binding. <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for ZB 18-07 to amend the Official Zoning Map from Seminole County RP <br />(Residential/Professional) to City of Casselberry OR (Office/Residential) for the subject property located on Lake <br />Howell Road. She said staffs recommendation is based on the findings of fact and conclusions of the staff report <br />dated December 12, 2018, and the following findings regarding the proposed change to the Official Zoning Map: <br />
