Ms. Campbell made a motion that the Planning and <br />Zoning Commission deny CU 18-18 and not allow the sale of beer and wine (2COP) for on-site consumption at 1531 <br />East Altamonte Drive. Mr. Phillips seconded the motion. The motion passed unanimously by voice vote. <br />The next two items were discussed together. <br />Sixth Item of Business: LPA 18-14: Parcel ID: 28-21-30-300.0400-0000. A request to amend the Future Land <br />Use Map designation from Seminole County Commercial to City of Casselberry Commercial for the property <br />located on Lake Howell Road, <br />Seventh Item of Business: ZB 18-07: Parcel ID: 28.21.30.300.0400-0000. A request to amend the Official <br />Zoning Map from Seminole County RP (Residential/Professional) to City of Casselberry OR <br />(Office/Residential) for the parcel located on Lake Howell Road. <br />Mr. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated December 12, <br />2018 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson explained that the property was <br />recently annexed into the City of Casselberry. <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 18-14 to amend the Future Land Use designation from Seminole <br />County Commercial to City of Casselberry Commercial for the subject property located on Lake Howell Road. She <br />said staffs recommendation is based on the findings of fact and conclusions of the staff report dated December 12, <br />2018, and the following findings regarding the proposed change to the Future Land Use Map: <br />1. The requested amendment to the Future Land Use Map is consistent with the Comprehensive Plan; <br />2. The requested amendment to the Future Land Use Map is compatible with the surrounding mix of land <br />uses and zoning districts; and <br />3. City water is available to the subject property. City sewer is currently unavailable at the site, however, <br />sewer connection/septic options will be evaluated during the site plan review process. <br />In response to the Commission's question regarding sewer/septic options, Ms. Hyson said that the applicant <br />has the option to install a force main and lift station as part of the development or work with the subdivision across <br />the street to tie into their sewer. She said that the applicant would need to evaluate the costs and make a decision <br />on which option is best for his project. <br />In response to the Commission's question, Ms. Hyson explained that if properties are within 100 feet of City <br />sewer, they are required to connect to the sewer system. She said this property does not meet that distance <br />
