Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 3 <br />9. All signage requires a separate permit and must comply with the ULDR and CRA Urban Design <br />Standards. <br />10. The use shall remain in complete compliance with all City, County and State requirements. <br />11. A new conditional use application shall be required if the use should cease for more than 90 days. <br />12. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />A brief discussion ensued regarding possible development of the adjacent vacant parcel and the <br />responsibility of monitoring the percentage of alcohol sales versus hookah sales. <br />Mr. Henson asked the applicant to come forward. Mr. Steve Matzuk, 5401 South Kirkman Road, Orlando, <br />Florida and Mr. Sami Salama and Mr. Maged Sawires, 378 Tulane Drive, Altamonte Springs, Florida came forward. <br />In response to the Commission's question regarding the percentage of hookah sales, Mr. Sawires explained that the <br />hookah sales have been averaging $4,500 a month for the past three months and that does not cover the owner's <br />expenses. He said that some of the customers have been requesting beer and wine. <br />A brief discussion ensued regarding the option of adding microwaved packaged food to the business to <br />offset the sale of alcohol, the previous conditional use approval for a Mediterranean Cafe and the City Code <br />prohibiting a bar/lounge in the Community Redevelopment District. <br />In response to the Commission's question, Mr. Tardif said there are other locations within the City that <br />would allow this type of business. Mr. Sawires said they are willing to add a food component to the business. Ms. <br />Hanna explained if the Planning and Zoning Commission approved this request with the condition of approval that a <br />food component be added to the business, she said an additional condition of approval would need to be added to <br />require the installation of a grease interceptor at the business. <br />In response to the Commission's question regarding moving to a new location that would allow a bar/lounge, <br />Mr. Sawires explained that if Mr. Salama does not receive the conditional use approval he would need to close his <br />business. <br />In response to the Commission's question, Mr. Tardif said that staff does not have historical data on the sale <br />of hookah and alcohol. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />
