Planning & Zoning Commission/
Local Planning Agency Minutes
December 12, 2018
Page 2
Fifth Item of Business: CU 18-18: 1531 E Altamonte Drive. A conditional use request to allow the sale of beer
and wine for on-site consumption at the Wanasa Hookah Lounge.
Mr. Jonathan Tardif, Planning Technician, reviewed the information provided in his memorandum dated
December 12, 2018, to the City of Casselberry Planning and Zoning Commission. Mr. Tardif explained that on
November 22, 2017 the applicant, Sami Salama of Florida Curtains, Inc., submitted a conditional use application for
the ability to serve beer and wine in conjunction with a restaurant. He said the Planning and Zoning Commission
approved the request at the December 13, 2017 meeting. Mr. Tardif said the applicant requested an extension to the
conditional use approval due to water and sewer issues that delayed the construction of the kitchen. He said the
Planning and Zoning Commission approved the extension on April 11, 2018.
Mr. Tardif said the applicant has met all the parking conditions but has revised his business plan and will not
be providing a food component to the business. He explained that all the previous approvals for this site regarding
alcohol consumption are no longer valid.
Mr. Tardif said that the applicant is requesting conditional use approval for a 2COP license for the on-site
consumption of beer and wine as an ancillary use to the existing hookah business. He said that the applicant is
required to meet the distance requirements in Section 10-7.
Mr. Tardif said staff recommends the Planning and Zoning Commission approve CU 18-18 to allow the sale
of beer and wine (2COP) for on-site consumption at 1531 East Altamonte Drive. He said staffs recommendation is
based on the findings of fact and conclusions of the staff report dated December 12, 2018, and the twelve conditions
of approval outlined in the staff report. The conditions of approval are:
1. The conditional use shall be limited to the location of Wanasa Hookah at 1531 East Altamonte Drive as
indicated in Attachment A. The conditional use does not apply to the other two buildings on the
property.
2. All sales and consumption of alcoholic beverages shall be on-site and indoors.
3. No more than 49% of all receipts shall be derived from the sale of beer and wine.
4. Package sales of alcoholic beverages for off-site consumption shall be prohibited.
5. The hours of on-site alcohol consumption and sales shall comply with the hours set forth in Sec. 10-2 of
the City of Casselberry's Code of Ordinances.
6. There shall be no outside display or storage of goods, materials, services, or vehicles.
7. The conditional use shall commence within 120 days of approval.
8. All applicable licenses and permits shall be obtained prior to the commencement of any business
activities at the site.
