Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 12, 2018 <br />Page 2 <br />Fifth Item of Business: CU 18-18: 1531 E Altamonte Drive. A conditional use request to allow the sale of beer <br />and wine for on-site consumption at the Wanasa Hookah Lounge. <br />Mr. Jonathan Tardif, Planning Technician, reviewed the information provided in his memorandum dated <br />December 12, 2018, to the City of Casselberry Planning and Zoning Commission. Mr. Tardif explained that on <br />November 22, 2017 the applicant, Sami Salama of Florida Curtains, Inc., submitted a conditional use application for <br />the ability to serve beer and wine in conjunction with a restaurant. He said the Planning and Zoning Commission <br />approved the request at the December 13, 2017 meeting. Mr. Tardif said the applicant requested an extension to the <br />conditional use approval due to water and sewer issues that delayed the construction of the kitchen. He said the <br />Planning and Zoning Commission approved the extension on April 11, 2018. <br />Mr. Tardif said the applicant has met all the parking conditions but has revised his business plan and will not <br />be providing a food component to the business. He explained that all the previous approvals for this site regarding <br />alcohol consumption are no longer valid. <br />Mr. Tardif said that the applicant is requesting conditional use approval for a 2COP license for the on-site <br />consumption of beer and wine as an ancillary use to the existing hookah business. He said that the applicant is <br />required to meet the distance requirements in Section 10-7. <br />Mr. Tardif said staff recommends the Planning and Zoning Commission approve CU 18-18 to allow the sale <br />of beer and wine (2COP) for on-site consumption at 1531 East Altamonte Drive. He said staffs recommendation is <br />based on the findings of fact and conclusions of the staff report dated December 12, 2018, and the twelve conditions <br />of approval outlined in the staff report. The conditions of approval are: <br />1. The conditional use shall be limited to the location of Wanasa Hookah at 1531 East Altamonte Drive as <br />indicated in Attachment A. The conditional use does not apply to the other two buildings on the <br />property. <br />2. All sales and consumption of alcoholic beverages shall be on-site and indoors. <br />3. No more than 49% of all receipts shall be derived from the sale of beer and wine. <br />4. Package sales of alcoholic beverages for off-site consumption shall be prohibited. <br />5. The hours of on-site alcohol consumption and sales shall comply with the hours set forth in Sec. 10-2 of <br />the City of Casselberry's Code of Ordinances. <br />6. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />7. The conditional use shall commence within 120 days of approval. <br />8. All applicable licenses and permits shall be obtained prior to the commencement of any business <br />activities at the site. <br />
