The Casselberry City Commission must adopt Ordinance 19-1502 to rezone the property from CG to <br />CL. If the City Commission does not adopt Ordinance 19-1502 this site plan approval shall be null and <br />void. <br />2. A tree bank payment is required in the amount $1,250 prior to the issuance of the Certificate of <br />Occupancy. <br />3. All Public Works issues and comments must be addressed prior to issuance of a site construction <br />permit. <br />4. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion <br />of the project or issuance of a Certificate of Occupancy. <br />5. All required local, regional, state, and federal permits shall be obtained before commencement of <br />development. <br />6. The site plan approval shall be valid for one (1) year from the time the rezoning ordinance is adopted. <br />An extension request may be submitted prior to the expiration of this approval. <br />7. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />Mr. Mark Awad, Concord Development Partners, 2159 Montova Point, Winter Park, Florida, Mr. Stephen <br />Ratcliff, 750 Chapman Road, Oviedo, Florida and Ms. Catherine Felter, 630 North Wymore Road, Maitland, Florida <br />came forward to answer the Commission's questions. A brief discussion ensued regarding the impervious surface <br />calculation, open space and the dry pond, the height of the buildings and the 6' vinyl fence. In response to the <br />Commission's question, Ms. Felter said that the road would be blocked for about five/ten minutes while the dumpster <br />is being emptied. A brief discussion ensued regarding the City's recycling requirements, the placement of the <br />recycling bins and prohibiting on street parking. <br />In response to the Commission's question, Mr. Fathelbab explained that the garage could be counted as a <br />required parking space based on the condition in the rental agreement provided by the applicant. He said eight <br />additional parking spaces are being provided for guest. <br />In response to the Commission's question, the applicant said that there would be no rental office located on <br />the site. The Commission expressed a concern with the limited number of required parking spaces for the proposed <br />project. Mr. Fathelbab said that other multifamily projects previously approved by the Planning and Zoning <br />Commission had a 1.75 parking ratio and in some cases 1.5 parking ratio. He said this development has two (2) <br />parking spaces per unit. Ms. Felter said that the units are two bedrooms/two bath. The Commission expressed a <br />concern with the size of the garage accommodating larger vehicles. The applicant said that the owner would be <br />agreeable to adding no parking signs opposite the fire lane. The Commission suggested adding guest parking signs <br />
