Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 8 <br />Mr. Bakalla asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />In response to the Commission's question, Ms. Hanna stated that the adjacent properties located within 300' were <br />notified of the future land use and rezoning; however, no notification is required for the site plan review process for either the <br />Planning and Zoning Commission or City Commission, Ms. Hanna explained that ordinances that are reviewed by the <br />Planning and Zoning Commission and City Commission for the Code changes would be advertised in the newspaper. <br />The Commission expressed a concern with making such an important decision in an abbreviated time frame with the <br />number of waivers/exceptions and changes to the City Code. A brief discussion ensued regarding the Commission being <br />made aware of large projects prior to scheduling the item for review by the Planning and Zoning Commission. Ms. Hanna <br />suggested that staff could provide the Development Review Committee agendas to the Commission for their information. She <br />said the Commission is welcome to attend the meeting. The Commission expressed a concern with the number of code <br />changes that need to be reviewed by the City Commission before this project could move forward. The Commission felt that <br />this item was brought prematurely to Planning and Zoning Commission before the City Commission had time to review the <br />legislation in progress. <br />Ms. Hanna explained the Development Review Committee review process for site plan approval. Ms. Hanna said <br />this item went before the Development Review Committee as a discussion -only item. She said it came to light at the second <br />Development Review Committee meeting that the City's Code is antiquated and staff moved very quickly and diligently to do <br />what they could to keep the project on time with their closing date. In response to the Commission's question, Ms. Hanna said <br />a site plan is subject to change based on the comments from the Development Review Committee meetings. <br />The Commission requested that staff include the Development Review Committee comments with the Planning and <br />Zoning Commission staff reports. A lengthy discussion ensued regarding the concern with the traffic safety on Red Bug Lake <br />Road due to the fact there would not be a deceleration lane provided for this project and the option of adding a condition of <br />approval for a deceleration lane. <br />Mr. Bakalla asked for a motion to address SPR 18-25. Mr. Van Meter made a motion that the Planning and Zoning <br />Commission make a recommendation of approval to the City Commission for the proposed Development of Community <br />Impact site plan application for the Azul at Lake Howell (SPR 18-25) based on the site plan with a revision date of November <br />
