Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 9 <br />51 2018, the findings of fact and conclusions of the staff report dated November 14, 2018, subject to the waiver and the <br />revised ten (10) conditions of approval included in Addendum 1 and the addition of condition 11 to state: That a deceleration <br />lane be researched by Seminole County for safety consideration on real world conditions of merging traffic from the flyover <br />and the Eagle Circle intersection and including Attachments A -F. Mr. Hale seconded the motion. The motion passed <br />unanimously by voice vote. <br />Eighth Item of Business: BA 18.07: 300 S Triplet Lake Drive. A variance request to ULDR Section 3-10.2, Appearance <br />of Site and Structures; Table 2, Fixture Height; Footnote 3, Specialty Lighting, to place light fixtures above the twenty <br />(20) foot fixture height limit for specialty lighting on two (2) monopole lighting structures located at the Casselberry <br />Golf Club driving range and putting green. Parcel ID: 16-21-30.505-0000-0460. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in his memorandum dated <br />November 14, 2018 to the City of Casselberry Planning and Zoning Commission. Mr. Bowley said the variance application <br />meets the six (6) criteria for granting the variance and staff recommends approval of the variance. <br />In response to the Commission's question, Mr. Bowley explained that if any additional lights were proposed that <br />exceeded the 20' pole height requirement it would require another variance. He said that this variance request is very specific <br />to the two poles and the light fixtures attached to those two poles. <br />A brief discussion ensued regarding setting a maximum daily timeframe allowed for the use of the lights, the after <br />hour play youth program, the height of the poles and light trespass concerns. <br />Mr. Bob DeCoute, Musco Lighting, 10930 Haskell Drive, Clermont, Florida came forward. In response to the <br />Commission's question, Mr. DeCoute explained that LED lights would be used and a photometric plan was provided to the <br />City. He said the mounting height of the poles is 70'. Mr. DeCoute explained that the light is projected straight down the golf <br />course but they need to ensure there is no light trespass on the neighboring properties. Mr. DeCoute explained that the lights <br />on top of the 70' poles would direct light out and the lights at 15' above grade would eliminate glare to the adjacent properties. <br />Mr. Bakalla asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding limiting the time that the lights could be used on the driving range and light <br />trespass. Mr. Bakalla asked for a motion to address BA 18-07. Ms. Campbell made a motion that the Planning and Zoning <br />Commission approve the variance request as presented for the specialty lighting fixtures exceeding 20 -feet in height at the <br />
