Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 7 <br />The Commission stated that they have never had a project come before them that had four conditions of approval <br />that the City Commission had to make a decision on and that any one condition could require the Planning and Zoning <br />Commission to review the site plan again. The Commission suggested that this item be tabled until the City Commission <br />made a decision on the four changes to the City Code. <br />A brief discussion ensued regarding the design of the crosswalks and the location of the landscape aisles. <br />Mr. Bakalla asked the applicant to come forward. Ms. Becky Wilson, Lowndes, Drosdick, Doster, Kantor & Reed, <br />215 North Eola Drive, Orlando, Florida came forward. Ms. Wilson explained that property was annexed into the city with the <br />understanding that the zoning would be for 13 units per acre. She said the Mayflower is the underlying owner of the property <br />and her client has the property under contract. Ms. Wilson requested the Commission move this item forward as her client <br />has an underlying contract that they are trying to move ahead. <br />Ms. Wilson agreed that this project is not the same as the Bainbridge or the Integra projects, as this project is not as <br />urban as those two projects. She felt that the City was using those projects to draw comparisons for parking and unit size. <br />Ms. Wilson reviewed the dry retention areas on the project. She said due to the project being located adjacent to Lake Howell <br />the developer is required to provide higher than normal amounts of dry retention. She said the City Code does not allow the <br />dry retention area to be calculated as open space. <br />Ms. Wilson said the developer would construct a public lift station that would be located near the trash compactor. <br />She said the developer has hired a biotech firm to remove the invasive species that are growing around the lake. Ms. Wilson <br />said the developer has designed two pools with clubhouses to create a more resort -type experience. <br />Ms. Wilson said that this property would be taxed as one commercial parcel and this is taxed at a much higher tax <br />per acre than you would receive with single-family homes that receive the homestead exemption. <br />In response to the Commission's question, Ms. Wilson explained that there would not be a deceleration lane on Red <br />Bug Lake Road; therefore, a larger turning radius would be provided at the entrance. In response to the Commission's <br />question, the crosswalks would be at grade decorative pavers and not intended to be traffic calming. In response to the <br />Commission's question, Ms. Wilson said the speed limit in the development would be 15 miles an hour. <br />A discussion ensued regarding the bedroom unit mix for this development and the square footage of the units <br />compared to Integra and Bainbridge developments. <br />
