Planning & Zoning Commission/
Local Planning Agency Minutes
November 14, 2018
Page 6
The Commission stated that they received the agenda packet Thursday night and felt additional time was needed to
review a project of this size with all the numerous waivers. The Commission did not feel that this project was identical to
Integra or Bainbridge as it is not located on a major corridor. It was stated that this project is located on 30 acres of pristine
property.
In response to the Commission's question, Ms. Hanna said that the applicant would not be able to break ground until
they receive their site construction permit. She said hopefully the developer would be able to obtain the site construction
permit while staff is simultaneously changing the City Code.
In response to the Commission's question, Ms. Hanna said the property was annexed into the City in March 2018
and the future land use and rezoning was done in May 2018. The Commission expressed a desire to see single-family homes
developed on this lakefront property. Ms. Hanna said the properties surrounding this project are very dense single-
family/multi-family homes. She said the market is trending away from home ownership. She said the number of millennials
that are able to afford homes has decreased significantly. She said the market could support this project.
A discussion ensued regarding constructing single-family homes versus apartments on this property, the effects to
the tax base with apartments, environmental concerns for the lake and the reduced parking space size.
A brief discussion ensued regarding tabling this item due to insufficient time for the Planning and Zoning Commission
to review this project and providing the agenda packet two weeks prior to the meeting for the Planning and Zoning
Commission to review projects of community impact.
In response to the Commission's question, Ms. Hanna reviewed the locations for the gates to the apartment complex.
A brief discussion ensued regarding lighting requirements for the site, future installation of docks, buffering for the adjacent
properties, and height comparison for other new apartment complexes in the City.
In response to the Commission's question regarding the modification to the impervious surface requirements, Ms.
Hanna explained the technical issues that constrain the site are due to all the requirements the City imposes on the site such
as parking, amenities, etc.
Ms. Hanna explained the legislation in progress procedure for the proposed changes to the City Code. In response
to the Commission's question, Ms. Hanna explained that the apartment complex was providing valet trash pick-up and there is
a trash compactor on the site.
