Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 6 <br />The Commission stated that they received the agenda packet Thursday night and felt additional time was needed to <br />review a project of this size with all the numerous waivers. The Commission did not feel that this project was identical to <br />Integra or Bainbridge as it is not located on a major corridor. It was stated that this project is located on 30 acres of pristine <br />property. <br />In response to the Commission's question, Ms. Hanna said that the applicant would not be able to break ground until <br />they receive their site construction permit. She said hopefully the developer would be able to obtain the site construction <br />permit while staff is simultaneously changing the City Code. <br />In response to the Commission's question, Ms. Hanna said the property was annexed into the City in March 2018 <br />and the future land use and rezoning was done in May 2018. The Commission expressed a desire to see single-family homes <br />developed on this lakefront property. Ms. Hanna said the properties surrounding this project are very dense single- <br />family/multi-family homes. She said the market is trending away from home ownership. She said the number of millennials <br />that are able to afford homes has decreased significantly. She said the market could support this project. <br />A discussion ensued regarding constructing single-family homes versus apartments on this property, the effects to <br />the tax base with apartments, environmental concerns for the lake and the reduced parking space size. <br />A brief discussion ensued regarding tabling this item due to insufficient time for the Planning and Zoning Commission <br />to review this project and providing the agenda packet two weeks prior to the meeting for the Planning and Zoning <br />Commission to review projects of community impact. <br />In response to the Commission's question, Ms. Hanna reviewed the locations for the gates to the apartment complex. <br />A brief discussion ensued regarding lighting requirements for the site, future installation of docks, buffering for the adjacent <br />properties, and height comparison for other new apartment complexes in the City. <br />In response to the Commission's question regarding the modification to the impervious surface requirements, Ms. <br />Hanna explained the technical issues that constrain the site are due to all the requirements the City imposes on the site such <br />as parking, amenities, etc. <br />Ms. Hanna explained the legislation in progress procedure for the proposed changes to the City Code. In response <br />to the Commission's question, Ms. Hanna explained that the apartment complex was providing valet trash pick-up and there is <br />a trash compactor on the site. <br />
