Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 14, 2018 <br />Page 4 <br />In response to the Commission's question, Mr. Conroy said the light is reflected downward with baffles to keep the <br />light from over -spilling the property line. In response to the Commission's question, Ms. Hanna reviewed the dumpster <br />locations for the two pads. She said that SunTrust would have trash pick-up. <br />In response to the Commission's question, Ms. Hanna said that the site has been reviewed to ensure that the site <br />would accommodate emergency and trash hauler vehicles. <br />Mr. Benjamin Lewis, 4312 Cypress Boulevard, Tampa, Florida came forward. A brief discussion ensued regarding <br />the rendering of the building. Mr. Lewis said the elevations meet the requirements of the overlay district. Mr. Lewis reviewed <br />the building materials for the building. A brief discussion ensued regarding the color palette for the building and the use of the <br />corporate colors in the windows to accentuate the building. <br />Mr. Bakalla asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Bakalla asked for a motion to address SPR 18-11. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve the major site plan application for the SunTrust at Lake Concord Park (SPR 18-11) based on the site <br />plan with a revision date of September 18, 2018, the findings of fact and conclusions of the staff report dated November 14, <br />2018, and subject to the six (6) conditions of approval outlined in the staff report including Attachments A—D. Ms. Campbell <br />seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 18.25: Azul at Lake Howell. A Development of Community Impact request to develop <br />a 384 -unit luxury apartment complex on multiple parcels located on Red Bug Lake Road. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum dated <br />November 14, 2018 to the City of Casselberry Planning and Zoning Commission, Ms. Hanna stated that Addendum 1 was <br />distributed to the Planning and Zoning Commission with the revisions to the staff report in red ink (a copy is attached and <br />made a part of the minutes). <br />Ms. Hanna explained that Addendum 1 addresses the change made to the staff report regarding impervious surface <br />requirements. Ms. Hanna reviewed the Impervious Surface/Open Space requirements for the site. Ms. Hanna explained that <br />this project does not meet those requirements and staff wishes to evaluate the Impervious Surface/Open Space requirements <br />
